Course overview
Senior HSE professionals are often expected to demonstrate that management systems work in practice, not merely that policies, registers and procedures exist. This requires defensible assurance: linking legal and other requirements to controls, testing whether critical controls perform, identifying systemic weaknesses, and giving leaders evidence they can use to prioritise investment. The course addresses the gap between routine compliance activity and an integrated HSE management system that can withstand internal scrutiny, certification audits, regulator attention and major-incident learning.
Participants examine how ISO 45001 and ISO 14001 requirements translate into operating controls, assurance plans and performance reporting. They learn to define system boundaries and context, map processes, establish risk-based audit programmes, assess control effectiveness, apply BowTie analysis to major hazards, investigate nonconformities, and verify corrective-action closure. The programme also covers assurance governance, leading and lagging indicators, management review inputs, contractor assurance, and the use of risk-based evidence to challenge weak performance claims.
Teaching combines instructor-led technical sessions with realistic HSE scenarios, document reviews, audit interviews and facilitated peer challenge. Participants work with an integrated HSE management-system case to build a practical assurance pack: a process map, critical-control verification schedule, audit plan, evidence matrix, nonconformity report and management-review dashboard. They leave with templates and an application plan that can be adapted to their own site, business unit or corporate HSE framework.
The course is designed for practitioners who already work with HSE procedures, risk assessments, audits or compliance obligations and now need to lead, improve or independently assure management-system performance.

Requirements and prerequisites
Participants should have practical experience in an HSE, operational, environmental or quality role and be familiar with basic risk assessment, incident reporting, corrective actions and internal audit terminology. Prior exposure to ISO 45001, ISO 14001, legal compliance registers, risk registers or management-system procedures is strongly recommended. Participants should be able to read policies, procedures, audit reports and operational records critically. A working laptop is useful for templates and exercises. Formal lead-auditor certification, prior BowTie experience, specialist environmental science knowledge and advanced statistical skills are not required.
Training methodology
The course uses short technical briefings followed by structured application to an integrated HSE case organisation. Participants analyse policies, risk registers, environmental-aspect records, audit evidence and incident data; conduct simulated audit interviews; and challenge control claims using BowTie and critical-control verification methods. Small groups prepare assurance outputs each day and receive instructor feedback against ISO requirements and practical operating realities. On the final day, each participant converts the case learning into a prioritised 90-day implementation plan for their own organisation.

Day 1: HSE management-system architecture and assurance governance
- ISO 45001 and ISO 14001 high-level structure and integration points
- Organisational context, interested parties and system-boundary definition
- Legal and other requirements registers as assurance inputs
- HSE policy deployment through objectives, processes and accountabilities
- Process mapping from hazard and aspect identification to operational control
- Three-lines assurance model for operational, functional and independent review
- Management review evidence requirements and escalation thresholds
Workshop: Participants map the case organisation's HSE management system and identify assurance ownership, missing interfaces and escalation routes.
Day 2: Risk, critical controls and performance verification
- Risk criteria, risk appetite and material HSE risk prioritisation
- BowTieXP structure for threats, top events, consequences and barriers
- Critical-control identification and performance-standard definition
- Preventive and recovery control verification questions
- Control degradation factors and escalation-factor management

Workshop: Participants build a BowTie-based critical-control verification sheet for a selected major hazard or significant environmental aspect.
Day 3: Risk-based audit planning and evidence collection
- ISO 19011 audit principles, competence and impartiality
- Risk-based audit programme design and site-prioritisation criteria
- Audit scope, objectives, criteria and sampling strategy
- Document review techniques for procedures, permits and registers
- Interview planning and questioning for control-performance evidence
- Field verification, traceability and objective-evidence recording
- Audit trails across contractors, maintenance, training and change management
Workshop: Teams prepare an audit plan and conduct a simulated evidence-gathering interview using a case-site audit trail.
Day 4: Findings, investigation and corrective-action assurance
- Conformity, observation, nonconformity and opportunity-for-improvement classification
- Writing findings with criteria, condition, evidence and risk statement
- Root-cause analysis using 5 Whys, causal-factor charting and barrier failure review
- Correction, corrective action and systemic preventive-action distinctions

- Trend analysis of repeat findings, incidents and overdue actions
Workshop: Participants write a nonconformity report, complete a root-cause analysis and define effectiveness checks for a recurring control failure.
Day 5: Assurance reporting, leadership review and implementation
