Course overview
HR strategies often fail at execution because workforce plans, talent programmes, HR service metrics and business priorities are measured separately. Leaders may track time-to-hire, engagement scores and training completion without being able to show how these indicators influence productivity, customer outcomes, risk exposure or financial performance. This course equips HR professionals to use the Balanced Scorecard as an execution system: translating enterprise strategy into a focused set of HR objectives, measures, targets, initiatives and accountabilities.
Participants work through the Kaplan and Norton Balanced Scorecard method in an HR context. They learn to build an HR strategy map across financial, customer, internal-process, and learning-and-growth perspectives; formulate cause-and-effect hypotheses; select leading and lagging indicators; define reliable metric specifications; set performance thresholds; and align strategic initiatives with budgets and owners. The course also addresses HR analytics governance, cascading scorecards to HR business partners and specialist teams, and presenting performance insights to executive stakeholders.
Teaching combines facilitated instruction, HR scorecard case analysis, peer review and spreadsheet-based design workshops. Participants use practical templates to diagnose an existing HR measurement set, remove vanity metrics, construct a strategy map and create an implementation-ready HR Balanced Scorecard. They leave with a completed scorecard pack for their own function or a realistic case organisation, including objectives, KPI definitions, targets, initiative portfolio, data sources, reporting cadence and a 90-day implementation plan.
The programme is designed for experienced HR practitioners, HR leaders and people analytics professionals who need to connect workforce activity to strategic business results and defend HR investment decisions with a disciplined performance-management framework.

Requirements and prerequisites
Participants should have practical experience in an HR role and be familiar with their organisation’s business strategy, HR operating model and commonly reported people metrics, such as turnover, vacancy rate, absence, engagement or learning participation. Comfort working with spreadsheet tables and basic charts is expected; participants should be able to discuss KPI definitions and data sources with confidence. Prior exposure to strategic planning, HR analytics or the Balanced Scorecard is useful but not required. This is not a statistics, finance or Power BI programming course, and no coding, advanced data modelling or prior dashboard-building experience is assumed.
Training methodology
The instructor demonstrates each Balanced Scorecard design step using an HR transformation case, then participants apply the method to their own organisation or a supplied case. Short teaching segments are followed by strategy-map drafting, KPI-definition clinics, scorecard-cascade exercises and peer challenge sessions. Teams test whether proposed measures are leading or lagging, identify data-quality risks and rehearse an executive performance review. On the final day, each participant completes a scorecard pack and receives structured feedback on objectives, measures, targets, governance and implementation actions.

Workshop: Participants diagnose a fragmented HR measurement set and draft a first-version HR strategy map with strategic objectives and causal links.
Day 2: Designing HR measures and targets

- KPI selection criteria: strategic relevance, validity, controllability and actionability
- KPI specification sheets with formulae, units, owners and data sources
- HR metric baselines, target ranges and red-amber-green thresholds
- Common workforce KPI definitions for retention, capability, mobility and workforce productivity
- Data-quality controls for HRIS, survey, payroll and learning data
- Avoiding vanity metrics, proxy errors and perverse incentives
