Course overview
HR and talent teams are often asked to prove how people initiatives contribute to business performance, yet their measures commonly remain disconnected: engagement scores sit apart from productivity data, learning activity is reported without capability impact, and managers receive too many operational metrics without a clear performance story. This course addresses the practical challenge of translating organisational strategy into a focused Human Resources balanced scorecard that links workforce capability, leadership behaviour, talent processes and employee outcomes to financial, customer and operational priorities.
Participants learn to build and govern a Balanced Scorecard using the Kaplan and Norton framework, adapted for Talent and Performance Management. They define strategic objectives across financial, customer, internal-process, and learning-and-growth perspectives; create strategy maps; select leading and lagging indicators; write measurable KPI definitions; set targets and thresholds; and identify accountable owners. The programme also covers cascading scorecards to HR functions, business units and managers, handling data-quality limitations, and using performance-review routines to turn scorecard results into decisions and corrective action.
Teaching combines instructor-led explanation with HR-focused cases, scorecard critique sessions, metric-design workshops and facilitated peer review. Participants work through a realistic organisational scenario before applying the method to their own context. By the end of the week, each participant leaves with a draft HR or talent-performance strategy map, a structured scorecard containing strategic objectives and KPIs, a KPI dictionary, and a 90-day implementation plan suitable for discussion with senior leaders.

Requirements and prerequisites
Participants should have practical experience in an HR, talent, learning, people analytics or performance-management role and be familiar with their organisation’s strategic priorities, annual plans or business KPIs. They should understand basic performance-measurement concepts such as targets, actuals, trends, percentages and data sources, and be comfortable working with spreadsheet tables. Access to a laptop with Microsoft Excel is strongly recommended for the workshops. Prior Balanced Scorecard experience, statistical modelling, Power BI expertise, finance qualifications and formal project-management certification are not required.
Training methodology
The instructor introduces each Balanced Scorecard component through short, applied teaching segments, then participants use templates to build it for an HR and talent-management scenario. Case studies examine poorly designed people scorecards, conflicting measures and misleading targets. Small groups develop objectives, KPI definitions and cause-and-effect links, then test them in simulated performance-review meetings. Facilitated peer critique strengthens measure quality and accountability. On the final day, participants convert their draft scorecard into a practical 90-day rollout plan for their own organisation or function.

Day 1: Strategic alignment and the HR Balanced Scorecard

Workshop: Participants diagnose a flawed HR dashboard and produce a prioritised list of strategic performance gaps and stakeholder requirements.
Day 2: Building strategy maps for talent and performance
- Writing outcome-focused strategic objectives using action-and-result language
- Designing financial-perspective objectives for workforce investment and productivity
- Defining customer and stakeholder objectives for service quality and employer value
- Mapping internal HR process objectives for talent, performance and workforce planning
- Defining learning-and-growth objectives for capability, leadership and data maturity
- Creating vertical cause-and-effect links across scorecard perspectives
- Validating strategy-map assumptions with business leaders and HR process owners

Day 3: KPI design, targets and data definitions

- Designing KPIs for engagement, regretted attrition, succession readiness and internal mobility
- Writing unambiguous KPI formulas, numerator-denominator rules and inclusion criteria
- Choosing data sources from HRIS, engagement surveys, learning systems and finance records
- Assessing data quality, timeliness, completeness and comparability
- Setting baselines, targets, tolerance ranges and red-amber-green thresholds
- Building a KPI dictionary with owners, frequency and action triggers
Workshop: Participants build KPI dictionary entries for five HR scorecard measures, including formulas, sources, targets and accountable owners.
Day 4: Cascading, reporting and performance governance
- Cascading enterprise objectives into HR centres of excellence and business units
- Aligning manager goals and individual performance plans with scorecard objectives
- Defining scorecard roles for sponsors, metric owners, data stewards and review chairs
- Designing monthly and quarterly performance-review cadences
- Using variance analysis, trend analysis and root-cause questioning
- Creating corrective-action registers and benefit-realisation tracking
- Presenting scorecard results through Excel and Power BI reporting views
Workshop: Participants run a simulated quarterly HR performance review and produce a corrective-action register from a scorecard variance pack.
Day 5: Implementation planning and executive communication

- Managing resistance to new measures, targets and accountability structures
