Course overview
Plant supervisors sit at the point where permit conditions become operating reality. A missed sampling date, undocumented bypass, uncontrolled contractor activity, incorrect waste storage practice, or delayed notification can turn a routine production issue into a permit breach, enforcement action, shutdown risk, or community complaint. Supervisors need more than awareness of environmental rules: they need a practical control system that translates permit clauses into daily checks, accountable actions, records, and escalation decisions across their area of responsibility.
This course teaches participants to read and interpret environmental permit requirements for air emissions, wastewater discharges, waste, chemical storage, stormwater, noise, and abnormal operating events. Participants build permit obligation registers, compliance calendars, inspection checklists, monitoring logs, deviation reports, and corrective action trackers. They practise identifying applicable conditions, assigning owners, reviewing operational evidence, distinguishing a near miss from a reportable non-compliance, and preparing information for regulators, environmental managers, and senior plant leadership.
Instructor-led modules are combined with realistic permit extracts, plant operating scenarios, incident case studies, and facilitated control-room and field inspection exercises. Participants work through a simulated plant permit file, assess evidence against conditions, and make notification and containment decisions under time pressure. Each participant leaves with a plant-specific Environmental Permit Management Action Plan, including a permit register structure, inspection schedule, escalation matrix, and 90-day implementation priorities that can be adapted for their site.

Experience reading a site permit, licence, consent, or regulatory inspection report is helpful but not essential. No law degree, environmental engineering qualification, emissions-modelling software, or prior ISO 14001 auditor certification is required.
Training methodology
The course uses short instructor-led briefings to establish the regulatory and operational logic behind permit management, followed by applied work with realistic permit clauses, monitoring records, inspection photographs, and incident timelines. Participants work in small groups to translate conditions into control measures, test compliance evidence, and decide how supervisors should respond to failures. Facilitated case studies cover emission exceedances, wastewater upsets, waste handling failures, and contractor-caused deviations. The final session is an application-planning workshop in which each participant develops a site-relevant 90-day permit management plan and receives instructor feedback.

Day 2: Operational controls, inspections, and compliance evidence
- Designing operating controls for emissions sources and pollution-control equipment
- Wastewater treatment, discharge points, sampling locations, and bypass controls
- Waste storage, labelling, compatibility, containment, and transfer documentation
- Stormwater inspections, outfall checks, housekeeping, and runoff prevention
- Environmental inspection checklist design using permit-condition verification
- Document control for logs, calibration certificates, manifests, and contractor records
- Using leading indicators to detect control failure before a permit breach
