Course overview

Public-sector agriculture teams must make defensible choices when drought, market disruption, conflict, flooding, crop disease, and budget constraints threaten food availability and access. Yet planning is often weakened by fragmented assessments, poorly defined target groups, interventions selected before evidence is tested, and indicators that cannot show whether households are becoming more food secure. This course equips participants to turn food-security evidence into practical, costed, accountable government plans that can be coordinated across agriculture, social protection, water, health, disaster management, and development partners.

Participants learn to analyse food-security conditions using the four pillars of availability, access, utilisation, and stability; interpret market, production, nutrition, and household data; and apply IPC evidence protocols to prioritise geographic areas and population groups. They build problem trees, seasonal calendars, stakeholder maps, and response option matrices. The course covers intervention design for smallholder production, post-harvest management, market access, resilience, shock-responsive support, and agricultural early warning, alongside budgeting, results frameworks, risk registers, and monitoring plans.

Instruction combines facilitated technical sessions with a running public-sector case involving a subnational food-security planning cycle. Participants work with realistic datasets, KoboToolbox-style assessment outputs, market-price series, and planning templates. By the final day, each participant produces a draft Food Security Action Plan for a selected district or programme area, including a situation analysis, priority interventions, target groups, implementation responsibilities, indicative budget, indicators, and risk mitigations. This deliverable can be adapted for annual agriculture plans, contingency plans, donor submissions, or inter-ministerial coordination processes.

The course is delivered through instructor-led technical briefings, guided analysis of a simulated district food-security dossier, and structured group planning workshops. Participants interpret production, price, rainfall, and household data; test assumptions through problem-tree and seasonal-calendar exercises; and compare response options against feasibility, equity, cost, and risk criteria.
