Course overview

Food security teams must often make programme and response decisions with incomplete market, livelihood and household data. The Household Economy Approach (HEA) provides a disciplined way to determine how different wealth groups obtain food and cash, how hazards affect access, and whether households can meet survival and livelihood-protection needs. This course equips participants to move beyond broad vulnerability descriptions and produce evidence that supports targeting, scenario analysis, response design and early-action decisions.

Participants learn the full HEA analytical sequence: defining livelihood zones, constructing wealth groups, developing seasonal calendars, analysing food and cash income sources, calculating household expenditure patterns, and establishing survival and livelihood-protection thresholds. They practise baseline interpretation, hazard specification, coping and response analysis, and outcome analysis using percentage deficits. The course also examines how HEA evidence is triangulated with market monitoring, nutrition data, IPC evidence and household survey findings.

Delivery combines instructor-led technical sessions with worked examples, facilitated calculations, group interpretation of baseline data and a multi-day humanitarian case study. Participants use structured HEA worksheets and spreadsheet models to build an analysis for a defined livelihood zone and hazard scenario. They leave with a completed HEA analysis pack containing wealth-group profiles, a seasonal calendar, income and expenditure tables, threshold calculations, outcome graphs, assumptions log and a concise response-options briefing.

The course is designed for intermediate food security, livelihoods, cash, assessment and programme staff who need to commission, conduct, review or apply HEA analysis in development, resilience and humanitarian settings. Requirements and prerequisites

Participants should have practical familiarity with food security or livelihoods programming, including concepts such as household income sources, market prices, coping strategies, seasonal variation and vulnerability. Experience reading assessment reports, working with basic tabular data and using Microsoft Excel formulas is expected; participants should be comfortable with percentages, proportions and simple spreadsheet calculations. Prior involvement in a food security assessment, market assessment or livelihoods baseline is helpful but not essential. Previous HEA training is not required, and participants do not need statistical software, advanced econometrics or prior experience conducting household surveys.

Training methodology

The course is delivered through short technical briefings followed by guided HEA calculations and facilitated interpretation sessions. Participants work in groups on a realistic drought and price-shock case, moving from livelihood-zone definition to wealth-group baselines, thresholds, hazard assumptions and outcome analysis. The instructor demonstrates worksheet logic and spreadsheet calculations before participants apply them to evidence packs containing production, price, labour and expenditure data. Daily review sessions test assumptions and interpretation. On day five, each participant converts their findings into an operational response briefing and application plan for their own context.

Course outline

Day 1: HEA foundations and livelihood baselines

  • Purpose, principles and analytical boundaries of the Household Economy Approach
  • HEA applications in emergency response, resilience planning and early warning
  • Livelihood-zone delineation using geography, production systems and market access
  • Wealth-group definition through assets, land access, livestock and labour capacity
  • Household economy baseline structure and the reference-year concept

Workshop: Participants map a case-study livelihood zone, define four wealth groups and create an evidence and assumptions register.

Day 2: Food, cash and seasonal economy analysis

  • Seasonal calendar construction for production, labour, markets and expenditure
  • Food-source analysis including own crops, livestock products, purchases and gifts
  • Cash-income analysis for crop sales, labour, livestock, trade and remittances
  • Common-unit conversion using kilocalories, local currency and household equivalents
  • Food-price and wage-rate interpretation within the reference year
  • Household expenditure profiling for staple food, essential non-food and productive costs
  • Baseline spreadsheet design for wealth-group food and cash accounts

Workshop: Participants build seasonal calendars and complete food-source, cash-income and expenditure tables for each case-study wealth group.

Day 3: Thresholds, hazards and outcome analysis

Workshop: Participants model a drought and staple-price scenario, calculate deficits and produce a wealth-group outcome graph.

Day 4: Response design and evidence integration

  • Response coverage, timing and targeting by wealth group and location
  • Market-functionality considerations for cash-based response recommendations

  • Sensitivity analysis for uncertain prices, production losses and hazard duration

Workshop: Participants compare cash, food and livelihood-support options and prepare a quantified response recommendation for the case study.

Day 5: Quality assurance and operational application

  • Ethical data use, informed participation and protection-sensitive interpretation
  • Communicating deficits and uncertainty to operational and donor audiences

Workshop: Participants submit and present a complete HEA analysis pack and a 90-day plan for applying the method in their organisation.

Frequently asked questions

No previous HEA training is required. You should already understand basic food security or livelihoods concepts and be comfortable using percentages and simple Excel calculations.

A laptop with Microsoft Excel is strongly recommended for the spreadsheet-based baseline, threshold and outcome exercises. Course materials use structured HEA worksheets; KoboToolbox examples are discussed but no advanced software configuration is required.
