Course overview

Country Directors are accountable for programme results, staff safety, donor confidence, statutory compliance and the organisation’s reputation—often while managing volatile contexts, constrained funding and competing demands from headquarters, partners and authorities. This course addresses the practical leadership challenge of converting a country strategy into a controlled, well-run country office: one with clear decisions, reliable management information, credible external relationships and disciplined follow-through on risk.

Participants examine the operating system of an NGO country office, from country strategy, annual planning and portfolio review to governance, delegation, financial stewardship, people management, security oversight and donor positioning. They learn to run senior management team meetings, interpret budgets and programme performance data, establish decision rights, manage underperforming projects, lead partner and government relationships, and use risk registers, compliance controls and escalation protocols to protect delivery.

Teaching combines instructor-led input with realistic country-office cases, financial and operational dashboards, leadership simulations and structured peer review. Participants work throughout the week on a Country Office Management Action Plan tailored to their own context or a supplied case country. The final deliverable includes a 90-day leadership agenda, management meeting cadence, key performance indicators, risk actions, delegation priorities and stakeholder engagement commitments that can be used immediately with a senior management team.

The course is designed for serving or newly appointed Country Directors and senior leaders preparing to assume full country-office accountability. It is equally valuable for regional managers and heads of programme, operations or finance who need to understand how country-level decisions connect programme quality, organisational controls and external credibility.

Course objectives

By the end of this course, participants will be able to:

  • Build a country-office operating model that defines leadership forums, decision rights and escalation routes
  • Translate a country strategy into an annual operating plan with priorities, milestones, owners and performance indicators
  • Interpret budget-versus-actual, pipeline and portfolio data to identify management action before delivery is affected
  • Lead a Senior Management Team meeting using a structured agenda, decision log and action tracker
  • Design a country risk register with risk owners, controls, trigger points and escalation thresholds
  • Apply delegation-of-authority principles to approve expenditure, contracting and programme decisions within control limits
  • Develop a government, donor and partner stakeholder engagement plan linked to strategic objectives
  • Produce a 90-day Country Office Management Action Plan for improving leadership, controls and delivery performance

  • Build a usable 90-day management agenda for a new appointment, turnaround period or country-office growth phase

Who should attend

  • Country Directors — who hold overall accountability for programme performance, people, finance and external representation
  • Deputy Country Directors — who coordinate cross-functional operations and may be preparing for country leadership
  • Heads of Programme — who need to connect portfolio quality and donor commitments to country-office decision-making
  • Operations Directors or Managers — who must align finance, procurement, logistics, IT and administration with delivery priorities
  • Finance Directors or Managers — who provide the financial analysis and control environment required for sound country decisions
  • Regional Managers — who oversee country-office performance and need a consistent framework for support and assurance

Requirements and prerequisites

Participants should have at least two years of NGO or humanitarian programme, operations, finance or partnership management experience, and should understand basic project-cycle concepts, donor budgets, safeguarding responsibilities and organisational reporting lines. Familiarity with an NGO annual plan, budget-monitoring report and risk register is expected. Participants should be comfortable reading Excel tables and discussing operational data; advanced spreadsheet modelling is not required. No prior Country Director title, MBA, specialist security qualification or experience with Power BI is required. Those moving into their first country leadership role will benefit most if they bring a current country strategy or operational challenge.

Training methodology

The programme uses facilitated briefings, country-office cases and practical management clinics rather than abstract leadership theory. Participants analyse a simulated portfolio, review budget and pipeline reports in Microsoft Excel, test decisions against a delegation matrix, and lead a Senior Management Team discussion under time pressure. Small groups compare approaches to government engagement, partner assurance and risk escalation. Each day adds to an individual Country Office Management Action Plan, which receives instructor and peer feedback before participants finalise their 90-day priorities and implementation measures.

Frequently asked questions

Yes. It is designed for both serving Country Directors and deputies moving into country-level leadership. Participants should already understand NGO programme or operational management, but do not need previous Country Director experience.

Bring a laptop with Microsoft Excel installed and, where permitted, a redacted country strategy, annual plan, risk register or management report. Course exercises use supplied case materials, so participants can still complete the programme without internal documents.

Project management courses focus on designing and delivering individual grants or projects. This course focuses on the Country Director’s cross-functional remit: portfolio choices, financial stewardship, governance, people leadership, risk, representation and country-office controls.

Yes, at management level. Participants learn to interpret budget variance, pipeline and portfolio information, set control expectations, and ask the right assurance questions; it does not replace specialist donor-rules or accounting training.

Each participant develops a 90-day action plan based on a live or case-country challenge. It includes meeting routines, indicators, risk actions, named owners and stakeholder commitments that can be reviewed with the Senior Management Team.

You leave with a completed Country Office Management Action Plan, a country-office operating model template, a portfolio review structure and a risk-and-assurance dashboard format. These materials are designed for adaptation to your organisation’s policies and delegation framework.
