Course overview
Permit-to-work (PTW) failures in oil and gas operations rarely result from a missing signature alone. They arise when isolations are incomplete, simultaneous operations conflict, gas testing is misunderstood, work scope changes without revalidation, or handovers fail between shifts. On drilling sites, production facilities, terminals, refineries and shutdown projects, supervisors and permit authorities must control hazardous work without creating delays, conflicting instructions or false assurance. This course equips participants to manage PTW as an operational control system linked to risk assessment, isolation, gas testing, supervision and close-out.
Participants examine the full lifecycle of hot work, confined-space entry, cold work, electrical work, excavation, work at height and breaking-containment permits. They learn to define work boundaries; assess hazards using task risk assessment and JSA methods; select permit conditions; specify mechanical, electrical and process isolations; apply lockout/tagout principles; manage gas-test requirements; coordinate simultaneous operations (SIMOPS); and suspend, transfer, revalidate and close permits. The programme uses oil and gas scenarios involving hydrocarbon releases, inert atmospheres, energized equipment, pressurized lines and live-plant maintenance.
Instructor-led briefings are combined with permit reviews, control-of-work case studies, permit-authority role plays and group workshops. Participants inspect sample permit packs, identify weak controls, build an isolation plan, and make decisions when conditions change during a job. Each participant leaves with a completed oil and gas PTW management portfolio containing a permit review checklist, a SIMOPS coordination matrix, a permit handover checklist, a gas-testing decision guide and a 30-day workplace improvement action plan.
The course is suited to personnel who issue, receive, authorize, monitor or audit permits, as well as managers responsible for maintenance, production, construction, drilling and turnaround work. It supports both developing permit authorities and experienced supervisors seeking a more consistent, auditable control-of-work approach.

Requirements and prerequisites
Participants should understand basic workplace hazard controls and be familiar with the types of work performed at an oil and gas facility, rig, terminal, refinery or maintenance project. Experience reading a risk assessment, job safety analysis (JSA), toolbox-talk record or maintenance work order is useful. Participants should also recognize common hazards such as hydrocarbons, pressure, ignition sources, confined spaces and energized equipment. No prior permit-authority appointment, engineering qualification, auditing credential or specialist software is required. Complete beginners can attend, but should expect to work through realistic permit documents and operational scenarios from the first day.
Training methodology
The course uses short instructor-led modules to introduce control-of-work principles, followed by practical analysis of oil and gas permit packs, isolation certificates, JSA forms and gas-test records. Participants work in teams as permit issuer, performing authority, area authority and HSE reviewer to resolve changing job conditions. Case studies address live-plant maintenance, confined-space entry and conflicting SIMOPS activities. Daily exercises produce working documents, and the final session converts lessons into a site-specific 30-day permit-to-work improvement plan.

Day 1: Control of Work Foundations and Permit Roles
- Purpose and limits of the permit-to-work system
- Oil and gas hazardous-work categories and permit types
- Duty-holder roles: area authority, permit authority and performing authority
- Work-scope definition and permit boundary setting
- Task risk assessment and job safety analysis integration
- Permit conditions, precautions and hold-point design
- Control-of-work requirements in ISO 45001 and API RP 54
Workshop: Participants review a flawed maintenance permit pack and produce a corrected work scope, hazard-control list and approval route.
Day 2: Isolation, Energy Control and Gas Testing
- Process isolation methods: blinds, spades, double block and bleed, and line breaking
- Mechanical isolation planning for rotating and stored-energy equipment
- Electrical isolation, lockout/tagout and test-for-dead principles
- Isolation certificates and isolation register control
- Positive isolation verification and independent checking
- Atmospheric hazards and portable gas detector limitations
- Gas-test locations, frequencies and acceptance criteria
Workshop: Participants create an isolation certificate and gas-testing plan for maintenance on a hydrocarbon transfer pump.
Day 3: Managing High-Risk Permit Activities
- Hot-work permit controls in hydrocarbon processing areas
- Confined-space entry classification, entry permits and rescue interfaces
- Breaking-containment permits for pressurized process systems
- Excavation permits and underground-service verification
- Work-at-height permits, dropped-object controls and rescue planning
- Cold-work permits and non-routine maintenance boundaries
- Contractor competence checks and toolbox-talk verification
Workshop: Teams develop a coordinated permit pack for vessel entry and internal repair, including rescue, gas-test and isolation controls.
Day 4: SIMOPS, Change Control and Permit Lifecycle
- SIMOPS identification and conflict-assessment methods
- SIMOPS matrices and area-interface coordination meetings
- Permit display, worksite monitoring and supervisory inspections
- Managing changing conditions and permit revalidation
- Permit suspension, cancellation and reissue decisions

Workshop: Participants build a SIMOPS matrix for a shutdown area and decide which activities can proceed, require controls or must be deferred.
Day 5: Assurance, Incident Learning and Workplace Application

- Leading indicators for control-of-work performance
- Investigating permit-related deviations using barrier analysis
- Corrective-action tracking and recurring permit failure patterns

Workshop: Participants complete a permit audit, present corrective actions to a management panel and produce an individual 30-day implementation plan.
