Course overview
Government land agencies, municipalities and humanitarian programmes need parcel information that can stand up to scrutiny: clear boundaries, traceable source records, consistent attributes and maps that decision-makers can use. Yet land administration data is often split between scanned plans, spreadsheets, GPS observations and legacy GIS files. This creates duplicate parcel records, uncertain tenure evidence, slow map production and avoidable disputes when teams cannot explain where a boundary or right was derived from. This course equips participants to use QGIS to organise, analyse and present land information for practical administration and service delivery.
Participants build a working land administration mapping workflow in QGIS, from loading cadastral layers and georeferencing source plans to designing parcel, party and right attributes. They learn coordinate reference system management, digitising and topology controls, field validation, joins, spatial queries, GPS data import, geoprocessing and map layout production. The course also introduces the Land Administration Domain Model (LADM) as a practical structure for relating spatial units, people or organisations, and tenure interests without requiring participants to implement a full enterprise database.
Delivery combines instructor demonstration with guided QGIS labs based on a realistic local-government land records scenario. Participants progressively create and improve a GeoPackage land administration dataset, assess boundary and attribute quality, and produce an authoritative map layout with a parcel schedule and source notes. They leave with a reusable project template, documented workflow steps and a capstone land records map package that can be adapted to their own district, programme area or agency procedures.
The course is suited to staff responsible for cadastral mapping, land records modernisation, tenure documentation, settlement planning, land-related humanitarian response and GIS support to public land services.

Requirements and prerequisites
Participants should be comfortable using a Windows, macOS or Linux computer, managing files and folders, and working with simple tables in Excel or similar spreadsheet software. Familiarity with basic map concepts such as coordinates, scale, layers and attributes is helpful but not essential. No previous QGIS, programming, database administration, surveying licence or cadastral-law qualification is required. This is genuinely suitable for complete GIS beginners, although they should expect to work carefully with map data, follow file-management instructions and spend substantial time completing guided QGIS exercises.
Training methodology
The instructor introduces each workflow through short demonstrations in QGIS, followed immediately by guided work on a shared land records case. Participants georeference a plan, construct parcel layers, design tenure attributes, run quality checks and create decision-ready layouts. Small-group reviews examine ambiguous boundaries, conflicting identifiers and appropriate source notes, mirroring the judgement required in public land offices. On day five, each participant completes an application plan that identifies a real dataset, required data controls, responsible colleagues and a first mapping deliverable for their workplace.

Day 1: QGIS foundations for land records
- Land administration functions: parcels, parties, rights, restrictions and responsibilities
- QGIS interface, Browser panel, Layer panel and Processing Toolbox navigation
- Project folders, GeoPackage storage and reproducible file naming conventions
- Coordinate reference systems for cadastral and administrative mapping
- Vector layers, attribute tables and feature identifiers
- Importing shapefiles, CSV files, GeoJSON and spreadsheet land registers
- Symbology and labelling for parcel, ward and administrative boundary layers
Workshop: Set up a QGIS project and GeoPackage for a municipal land office, import supplied parcel and registry data, and create an initial labelled reference map.
Day 2: Creating reliable parcel geometry
- Georeferencing scanned cadastral plans with the QGIS Georeferencer
- Selecting ground control points and interpreting transformation residuals
- Editing settings, snapping tolerances and tracing controls
- Digitising parcels, roads, easements and public land boundaries
- Topology rules for overlaps, gaps, slivers and shared boundaries
- Geometry validation and repair using QGIS processing tools
- Capturing source-plan references and boundary confidence attributes

Day 3: Modelling tenure and land records

Day 4: Analysis for public land decisions

- Buffering and proximity analysis for rights-of-way and service corridors
- Detecting parcel overlaps, encroachments and unallocated gaps

- Communicating uncertainty, disputed boundaries and data limitations
Workshop: Analyse parcels affected by a proposed access road and prepare an exception list covering overlaps, missing tenure data and boundary-confidence concerns.
Day 5: Authoritative outputs and workplace application
