Course overview
Seed inspectors must make defensible decisions at the point where crop production, seed trade, plant health and farmer confidence meet. A mislabeled lot, weak germination result, contaminated sample or incomplete inspection record can lead to rejected consignments, inappropriate certification decisions, disputes with seed companies and poor field establishment. This course equips inspectors to apply seed certification requirements consistently from field inspection through sampling, laboratory testing, labeling and release decisions.
Participants work through the operational controls used in formal seed certification systems: varietal identity and purity checks, isolation and field-history verification, crop inspection at critical growth stages, off-type assessment, disease and objectionable-weed observations, lot formation, representative sampling, chain of custody, and interpretation of seed test results. The course develops practical competence in applying ISTA, OECD and national certification principles; calculating compliance against standards; documenting non-conformities; and deciding when a lot should be approved, conditioned, retested, rejected or referred for technical review.
Instruction combines expert-led technical sessions with inspection simulations, seed sample examination, certification-record reviews and laboratory-result calculations. Participants use inspection checklists, field maps, sample labels, lot records and test certificates modelled on actual certification workflows. Each participant leaves with a completed Seed Inspection and Testing Decision File: a field inspection report, sampling plan, test-result interpretation sheet, non-conformity record and recommendation for certification action that can be adapted to their agency or programme.
The course is designed for practicing inspectors and technical officers working in government seed certification agencies, accredited inspection bodies, seed laboratories, commercial seed companies and agricultural development programmes. It is particularly valuable where staff must improve consistency between field findings, laboratory evidence and formal certification decisions.

Requirements and prerequisites
Participants should have practical familiarity with crop production, seed multiplication, or seed quality control and should understand basic terms such as variety, seed lot, germination, purity, moisture and contamination. Experience conducting farm visits, completing inspection forms, handling seed samples or reviewing laboratory reports is strongly beneficial. Participants should be able to perform straightforward percentage calculations and read technical standards in English. A laptop with spreadsheet software is useful for exercises but not essential. The course does not require prior ISTA accreditation, laboratory analyst certification, advanced statistics or specialist microscopy skills; these are introduced where needed for inspection decisions.
Training methodology
The course uses short technical briefings followed by applied inspection and testing tasks. Participants assess simulated field inspection records, use crop maps to verify isolation and previous-crop requirements, classify non-conformities from photographs and sample descriptions, and construct sampling plans for defined seed lots. Small groups interpret laboratory certificates against certification thresholds and defend their recommended action in a technical review panel. The final day integrates field, sampling and laboratory evidence into an individual certification decision file and workplace application plan.
