Course overview
WASH teams operating in displacement settings, public-health emergencies and fragile urban or rural contexts must make defensible decisions about water quantity, water quality, excreta disposal, hygiene services and vector control under changing constraints. The Sphere Handbook provides recognised minimum standards, but applying them requires more than quoting indicators. Staff need to interpret key actions and guidance notes, assess contextual risks, calculate service gaps, document justified adaptations and explain decisions to programme managers, donors, authorities and affected communities.
This five-day instructor-led course equips participants to translate Sphere WASH standards into assessment criteria, programme designs, monitoring plans and corrective-action decisions. Participants work with the WASH chapter’s standards, key actions, indicators and guidance notes; use population and facility data to calculate water-supply and sanitation coverage; assess water-chain risks; develop hygiene and vector-control responses; and distinguish between minimum standards, contextual targets and operational assumptions. The course also addresses accountability, protection, inclusion and the links between WASH, public health and other Sphere Handbook components.
Teaching is built around a simulated humanitarian response in which teams receive evolving assessment data, site constraints, community feedback and disease-risk information. Facilitated workshops, calculations, service-mapping tasks and review panels require participants to make and defend implementation choices. Each participant leaves with a practical Sphere-aligned WASH implementation pack: an assessment matrix, indicator dashboard, service-gap analysis, monitoring plan, adaptation rationale and 90-day action plan suitable for refinement within their own programme.
The course is designed for intermediate WASH and humanitarian professionals who already contribute to assessments, programme delivery, technical support, monitoring or emergency coordination and need to apply Sphere consistently in real operational decisions.

- Conduct a Sphere-aligned WASH needs assessment using disaggregated population, service and risk data

- Design sanitation and excreta-management options that address safety, accessibility, environmental and public-health risks
- Develop a hygiene-promotion and vector-control response using behavioural, epidemiological and community-feedback evidence
- Build a WASH monitoring framework with indicators, data sources, disaggregation, thresholds and corrective actions
- Document justified adaptations to Sphere indicators through an operational constraints and risk rationale
- Produce a Sphere-aligned WASH implementation pack for review by managers, partners and donors

Requirements and prerequisites
Participants should have practical familiarity with humanitarian programme cycles, including rapid assessment, activity planning, basic monitoring and use of simple spreadsheets. They should understand common WASH terms such as water source, household water storage, sanitation facility, hygiene promotion and disease transmission routes, gained through field work or prior training. Experience using Excel or Google Sheets for basic calculations is expected. Participants do not need to be engineers, hydrogeologists or public-health specialists, and no prior formal Sphere Handbook training is required. The course teaches the relevant Sphere structure and WASH indicators from first principles before moving into applied decisions.
Training methodology
The facilitator uses short technical briefings to establish each Sphere WASH standard, followed by guided interpretation of key actions, indicators and guidance notes. Teams work through a single evolving emergency case, using Excel calculations, KoboToolbox-style assessment forms and mapped service data to make operational choices. Participants critique sample response plans, compare alternative sanitation and water-service options, and conduct a review-panel exercise on proposed indicator adaptations. The final session converts case learning into an individual 90-day application plan and a manager-ready implementation pack.

Day 1: Using the Sphere Handbook for WASH decisions
- Sphere Handbook structure: Humanitarian Charter, Protection Principles, CHS and technical standards
- WASH chapter architecture: standards, key actions, indicators and guidance notes
- Minimum standards versus contextual targets and operational benchmarks
- Rights, dignity, participation and accountability in WASH service design
- Protection, gender, age and disability considerations in WASH assessments
- WASH-public health linkages and prioritisation during acute emergencies
- Evidence trails for defensible Sphere implementation decisions
Workshop: Teams annotate a rapid-response scenario to identify applicable Sphere WASH standards, evidence gaps and immediate decision priorities.
Day 2: Assessing water and sanitation service gaps
- Rapid WASH assessment design and secondary-data review
- Household, facility and community-level data collection variables
- Population disaggregation and identification of high-risk groups
- Water quantity calculations: demand, collection access, storage and continuity
- Water quality risk assessment across source, transport, storage and point of use
- Sanitation coverage, user ratios and facility accessibility analysis
- KoboToolbox form logic and data-quality checks for WASH assessments
Workshop: Participants build an assessment matrix and calculate baseline water and sanitation service gaps from a simulated displacement-site dataset.
Day 3: Designing Sphere-aligned WASH responses

- Excreta-management pathways from containment to treatment or disposal
- Sanitation technology selection for dense, flood-prone and low-water settings
- Drainage, solid-waste and environmental-health risk controls

- Vector-control measures linked to breeding-site and exposure assessments
Workshop: Teams develop and defend a phased WASH response design, including water, sanitation, hygiene and vector-control measures for the case site.
Day 4: Monitoring, adaptation and accountability

- Data sources, sampling approaches and monitoring frequency
- Excel dashboard design for water, sanitation, hygiene and feedback indicators
- Thresholds, trend analysis and triggers for corrective action
- Community feedback mechanisms and complaints-data integration
- Documenting constraints, trade-offs and justified indicator adaptations
- Internal technical review and partner reporting against Sphere commitments
Workshop: Participants create an indicator dashboard and adaptation log that identifies underperforming services and specifies corrective actions.
Day 5: Applying Sphere in programme management

- Supplier and implementing-partner specifications linked to service standards
- Coordination with health, shelter, protection, camp management and local authorities
- Quality assurance visits and field verification checklists
- Managing non-compliance, escalation and corrective-action ownership
- Donor narrative reporting using Sphere-aligned evidence
- Ninety-day implementation planning for participants’ own programmes
Workshop: Each participant completes and presents a Sphere-aligned WASH implementation pack and 90-day action plan for peer and facilitator review.
