Course overview
HR Directors are expected to connect workforce decisions to business strategy while maintaining control over employee risk, policy consistency, regulatory obligations, data quality, and decision rights. This becomes difficult when HR services are distributed across business units, policies have accumulated without ownership, people metrics are disputed, and senior leaders expect rapid answers on workforce cost, capability, conduct, and compliance. This course addresses the governance mechanisms HR Directors need to move from operational oversight to an accountable, evidence-based HR management model.
Participants examine how to design an HR governance architecture that defines authority, escalation routes, control ownership, committee mandates, policy lifecycle controls, and reporting standards. They learn to build HR decision-rights matrices, map key people risks, establish a policy register, set HR control indicators, and create executive dashboards that distinguish leading from lagging indicators. The programme also covers HR data governance, third-party and outsourced HR service oversight, ethical decision-making, workforce reporting, and alignment with ISO 30414, ISO 37301, and enterprise risk management practices.
Delivery combines instructor-led briefings with governance design workshops, board-level reporting exercises, peer challenge sessions, and case analysis involving misconduct, workforce restructuring, HR data breaches, and inconsistent policy application. Participants leave with a tailored HR Governance Blueprint containing a governance charter, RACI matrix, committee structure, policy-control register, HR risk register, dashboard specification, and a 90-day implementation plan. The course is particularly suited to senior HR professionals who must defend people decisions to executive committees, audit teams, regulators, and business leaders.

Requirements and prerequisites
Participants should have at least three years of HR management, HR business partnering, employee relations, people operations, or HR transformation experience, with exposure to policies, workforce reporting, risk, or senior stakeholder decision-making. They should understand standard HR processes such as recruitment, performance management, employee relations, learning, reward, and workforce planning. Familiarity with Excel and the organisation's HRIS reporting environment is useful, as participants will work with sample registers and dashboard specifications. Prior knowledge of ISO 30414, ISO 37301, COSO ERM, formal audit methods, legal practice, or Power BI is not required.
Training methodology
The programme uses short instructor-led sessions to establish governance concepts, followed by structured application to realistic HR Director scenarios. Participants analyse an HR operating model, identify weak decision rights, assess a people-risk case, and test policy controls against audit findings. Small groups build governance artefacts using supplied templates, then present an executive reporting pack for challenge by peers and the instructor. Each participant progressively adapts the tools to their own organisation and completes a 90-day implementation plan on the final day.

Workshop: Participants diagnose a fragmented HR operating model and produce a draft governance charter with a decision-rights RACI matrix.
Day 2: People Risk, Controls, and Policy Governance
- HR risk taxonomy covering conduct, capability, workforce, data, and compliance risks
- Risk appetite and tolerance statements for people-related decisions
- Likelihood, impact, velocity, and control-effectiveness assessment
- Preventive, detective, and corrective HR controls
- Policy lifecycle management and document-control requirements
