Course overview

Agile delivery teams can show healthy velocity, sprint completion and release activity while sponsors still cannot see whether the investment has produced the intended commercial, customer, operational or regulatory benefit. PMOs face a difficult reporting problem: traditional business-case milestones and earned-value controls do not adequately describe iterative products, changing backlogs or benefits that emerge after deployment. This course equips experienced project, portfolio and PMO professionals to connect Agile delivery evidence to measurable outcomes, investment decisions and executive governance.

Participants learn how to design a benefits realisation architecture for Agile portfolios, from strategic objectives and investment hypotheses through to product outcomes, operational measures and realised benefits. They build benefit maps, benefits registers, leading and lagging indicators, outcome-based OKRs, value-stream measures and portfolio scorecards. The course addresses metric selection, baselines, data ownership, attribution, forecasting, confidence ranges, metric gaming and escalation thresholds. Participants also examine how Jira and Azure DevOps delivery data can be translated into decision-ready Power BI reporting without treating team activity metrics as proof of value.

Teaching combines instructor-led technical sessions with portfolio cases, metric-design workshops and dashboard critique. Participants work with a realistic Agile transformation portfolio containing competing investment cases, incomplete benefit data and delivery-performance signals. By the end of the week, each participant has produced an Agile Benefits Realisation and PMO Metrics Pack: a benefits map, benefit register, measurement plan, metric dictionary, governance cadence and prototype executive scorecard ready to adapt for their own organisation.

The course is designed for practitioners who already work with projects, products, portfolios or PMO reporting and now need stronger evidence for investment governance in Agile, hybrid or scaled delivery environments.

Course objectives

By the end of this course, participants will be able to:

• Construct a benefits dependency map linking strategic objectives, product outcomes, capabilities and measurable benefits
• Create an Agile benefits register with owners, baselines, targets, assumptions, measurement dates and confidence ratings
• Define leading, lagging and counter-metric sets that test whether Agile delivery is producing intended outcomes
• Apply OKRs, hypothesis statements and value-stream measures to govern outcome-based portfolio investments
• Design a metric dictionary that specifies calculation logic, data source, cadence, owner and decision use for each PMO metric
• Build a Power BI executive scorecard that combines delivery flow, benefit progress, financial exposure and forecast confidence
• Evaluate metric quality using attribution, controllability, timeliness, data completeness and gaming-risk tests
• Facilitate a benefits review cadence with threshold-based escalation, corrective actions and benefit forecast updates

Requirements and prerequisites

Participants should have practical experience working in a project, programme, product or PMO environment and be comfortable discussing Agile concepts such as backlogs, sprints, releases, velocity and cross-functional teams. Familiarity with business cases, RAID logs, dashboards, KPIs and basic spreadsheet analysis is assumed. Experience using Jira, Azure DevOps or Power BI is helpful but not essential; guided examples are provided. This is not an introductory Agile course, and no programming, database administration, advanced statistics or Power BI certification is required.

Training methodology

The course uses short instructor-led briefings followed by applied work on a continuing Agile portfolio case. Participants analyse investment hypotheses, inspect simulated Jira and Azure DevOps data, design benefit measures, and challenge sample executive dashboards for false signals and missing evidence. Small groups run benefit-review discussions using threshold breaches and changing assumptions. Each day adds a component to an individual Agile Benefits Realisation and PMO Metrics Pack, with instructor feedback on metric definitions, ownership, governance practicality and decision relevance.

Course outline

Day 1: From Agile activity to measurable value

• Limits of velocity, burn-down and utilisation as executive value measures
• Benefits realisation principles in Agile, hybrid and product-led delivery
• Strategic objectives, investment hypotheses and outcome chains
• Benefits dependency mapping across capabilities, releases and operational change
• Benefit types: financial, customer, risk, compliance and capability outcomes
• Benefit ownership, accountability and transition into operations
• Assumptions, disbenefits and external dependencies in benefit forecasts

Workshop: Participants build a benefits dependency map for a multi-team digital service portfolio and identify missing owners, assumptions and operational measures.

Day 2: Designing credible benefits measures

• Benefit baselines, targets, tolerances and measurement windows
• Leading indicators, lagging indicators and counter-metrics
• OKRs and key results as evidence structures rather than task lists
• Value-stream measures including flow time, throughput, flow efficiency and failure demand
• Customer and operational outcome measures for digital products
• Attribution, contribution and confidence ratings for complex portfolios
• Metric dictionary fields, calculation rules and data-quality controls

Workshop: Participants create a benefit measurement plan and metric dictionary for three competing initiatives with different evidence quality.

Day 3: PMO data, dashboards and portfolio insight

• Jira Software fields, filters and dashboard data relevant to flow reporting
• Azure DevOps Analytics views for work-item and delivery-flow evidence
• Data lineage from team tools to PMO reporting layers
• Power BI data model concepts for benefit and delivery scorecards
• Portfolio scorecard design using benefit progress, delivery health and financial exposure
• Forecast confidence, RAG criteria and threshold-based escalation
• Dashboard anti-patterns including metric overload, averages and false precision

Workshop: Participants critique a flawed PMO dashboard and sketch a Power BI scorecard that supports a quarterly investment review.

Day 4: Governance, assurance and corrective action

• Benefits review cadences aligned to sprint, release, quarterly and post-release cycles
• Decision rights for sponsors, product leaders, PMOs and operational owners
• Benefits assurance checks for evidence, ownership, data completeness and feasibility
• Managing benefit drift when scope, backlog priorities or market conditions change
• Metric gaming, Goodhart's law and behavioural consequences of targets
• Corrective-action plans for underperforming benefits and delivery constraints
• Stop, pivot, persevere and re-baseline decisions in Agile investment governance

Workshop: Participants conduct a simulated benefits review board, decide whether to continue, pivot or stop initiatives, and document corrective actions.

Day 5: Implementing an Agile benefits operating model

• PMI Benefits Realization Management Framework applied to Agile portfolios
• Integrating benefits governance with portfolio planning and funding cycles
• Operating model roles for PMO analysts, product teams, finance and operations
• Measurement automation priorities and minimum viable reporting
• Benefits register lifecycle from approval through sustainment
• Executive narrative techniques for communicating uncertainty and evidence
• Ninety-day implementation roadmap for Agile benefits management

Workshop: Participants complete and present their Agile Benefits Realisation and PMO Metrics Pack, including a 90-day implementation roadmap for their organisation.
