Course overview
Banking transformation programmes often fail after policy approval: frontline teams continue using legacy processes, control owners interpret requirements differently, and technology releases arrive before roles, training and evidence standards are ready. Whether the change involves DORA, BCBS 239, AML remediation, consumer-duty obligations, operational resilience or a core banking platform, leaders must translate regulatory intent into controlled day-to-day behaviour. This course addresses the practical challenge of delivering adoption without weakening customer service, conduct standards, risk ownership or auditability.
Participants learn to build a banking-specific change strategy that connects regulatory requirements, target operating models, process controls and workforce adoption. They practise stakeholder mapping across the three lines of defence, impact assessment by product, process and role, change readiness analysis, communications planning, manager enablement and resistance management. The course also covers governance design, regulatory milestone planning, training needs analysis, adoption metrics, control attestations and the evidence needed to demonstrate that change has embedded.
Instruction combines regulator-inspired banking cases, facilitated design workshops and hands-on use of change artefacts. Teams work through a simulated regulatory transformation affecting customer onboarding, data governance and operational resilience, making decisions under competing risk, delivery and business priorities. Each participant leaves with a tailored Regulatory Change Adoption Pack: a stakeholder map, impact assessment, change plan, communications and training approach, adoption dashboard and 90-day implementation roadmap that can be adapted for a live initiative.
The course is designed for experienced banking professionals who lead, govern, support or assure material change. It is particularly valuable where regulatory programmes require coordination between business, operations, technology, risk, compliance, internal audit and external delivery partners.
Course objectives
By the end of this course, participants will be able to:
- Translate regulatory obligations into measurable business, process, role and control impacts using a structured change impact assessment
- Construct a stakeholder map and influence plan across business lines and the three lines of defence
- Design a regulatory change strategy using the Prosci ADKAR model, sponsorship actions and readiness criteria
- Build a target-state adoption plan linking process redesign, control ownership, training and communications
- Create a governance and escalation model with decision rights, regulatory milestones and evidence owners
- Develop role-based learning and performance-support materials for new banking processes and controls
- Measure adoption through a dashboard of readiness, proficiency, control-attestation and benefits indicators
- Produce a 90-day Regulatory Change Adoption Pack for a current or simulated banking transformation
Benefits of attending
For you
- Gain a repeatable method for turning regulatory text and policy commitments into workforce adoption actions
- Build credibility with risk, compliance and audit stakeholders by using control-focused change evidence
- Lead cross-functional conversations between operations, technology and the three lines of defence with greater authority
- Create practical adoption dashboards that demonstrate whether changed behaviours and controls are operating
- Leave with a portfolio-ready Regulatory Change Adoption Pack applicable to a live banking programme
For your organisation
- Reduce implementation risk by identifying role, process, control and customer impacts before deployment
- Improve regulatory evidence quality through defined ownership, attestations, readiness criteria and adoption measures
- Shorten the gap between policy approval and consistent frontline execution of new controls
- Strengthen programme governance by clarifying decision rights and escalations across business, risk and compliance
- Protect customer service and conduct outcomes while major regulatory, data or technology changes are introduced
Target competencies
Who should attend
- Banking Change Managers — who must embed regulatory and operating-model changes across affected teams
- Regulatory Transformation Leads — who coordinate delivery of major compliance, resilience or remediation programmes
- Operational Risk Managers — who need to ensure changed processes retain clear control ownership and evidence
- Compliance Managers and Regulatory Affairs Specialists — who translate obligations into implementable business actions
- Programme and Project Managers — who must integrate people, process and readiness work into banking delivery plans
- Business, Operations and Technology Leaders — who sponsor changes that affect customer journeys, controls and service performance
Requirements and prerequisites
Participants should have practical experience of banking operations, risk, compliance, technology delivery or business change, and should understand the basic purpose of the three lines of defence, risk and control assessments, and project governance. Familiarity with a current regulatory initiative, such as operational resilience, AML, data governance or conduct remediation, will help participants apply the exercises directly. Participants should be comfortable reviewing process maps, action logs and simple status dashboards. No formal change-management certification, coding ability, legal qualification or prior use of Microsoft Project is required.
Training methodology
The five days alternate instructor-led briefings with banking-specific workshops. Participants analyse a simulated regulatory transformation involving onboarding controls, data lineage and resilience obligations; map impacts by role and process; and test communications against likely frontline objections. Small groups use ADKAR, RACI, change-impact and readiness templates to make delivery decisions, while facilitated reviews examine regulator expectations, control evidence and adoption risks. On the final day, participants assemble and peer-review a 90-day application plan for their own programme or the case scenario.
