Public-sector service teams are under pressure to improve access, speed and consistency while operating within statutory duties, legacy technology constraints, procurement rules and heightened public scrutiny. Digital transformation is not simply moving forms online: it requires redesigning end-to-end services around citizen needs, joining data responsibly across organisations, and measuring whether a new service is fair, usable and delivering policy outcomes. This course equips participants to turn broad transformation ambitions into governed, testable service improvements.
Participants examine practical approaches used in public-sector digital programmes, including service discovery, user-journey mapping, problem framing, operating-model design, data governance, accessibility and delivery prioritisation. They learn to create a service blueprint, define measurable outcomes and service standards, assess digital maturity, identify legacy-system dependencies, and build a prioritised transformation roadmap. The course also addresses how to work productively with policy teams, delivery partners, procurement colleagues, frontline staff and senior accountable owners.
Teaching combines instructor-led briefings with public-service case studies, facilitated design workshops, Power BI-based performance analysis and peer review. Each participant develops a Digital Service Transformation Pack for a selected service, containing a current-state journey map, stakeholder map, target service blueprint, metrics framework, risk register and 90-day action plan. This practical evidence gives managers a clear basis for approving pilots, sequencing investment and tracking delivery.
The course is particularly suited to professionals responsible for citizen-facing services, digital portfolios, service improvement, data-led policy implementation or technology-enabled operational change.

Requirements and prerequisites
Participants should have experience working in a public-sector service, programme, policy, operations, data or technology role and understand the basic stages of their organisation's service delivery process. Participants should be able to use a web browser, spreadsheets and presentation software; a laptop is required for workshop activities. Prior coding, enterprise architecture certification, Power BI expertise or specialist UX design experience is not required. Complete beginners to public-sector delivery may need additional context from their organisation before applying the methods independently.
Training methodology
The course uses short instructor-led inputs followed by structured application to realistic public-sector scenarios such as benefits claims, licensing applications and case-management services. Participants work in groups to map journeys, identify failure demand, define service measures and sequence improvements around legacy constraints. Facilitators demonstrate practical use of Miro, Power BI and Azure DevOps concepts, then challenge teams through stakeholder and governance decision exercises. Daily outputs build into an individual transformation pack, reviewed on day five with an implementation-focused peer and instructor critique.

Day 2: Designing accessible, joined-up digital services

- Omnichannel service design for digital, telephone and face-to-face access
- WCAG 2.2 accessibility principles and inclusive design checks
- Plain-language content design and form simplification
- Identity, eligibility and consent touchpoints

Day 3: Data, technology and delivery governance
