Course overview
Government finance teams are under pressure to move disbursements, collections, transfers and reconciliation away from fragmented manual processes without weakening public accountability. Digital payment platforms can reduce payment delays, cash-handling losses and reconciliation backlogs, but they also introduce risks around beneficiary data, API security, payment finality, exception handling and vendor dependency. Finance leaders need staff who can assess these systems as public-finance controls, not simply as technology projects.
This course examines the design, governance and operational control of government digital payment systems. Participants learn to map end-to-end payment flows across treasury, budget, tax, social protection, payroll, banking and mobile-money channels; define payment data requirements using ISO 20022 concepts; assess platform architecture and API integration; establish settlement, reconciliation and exception-management controls; and specify performance, fraud and financial-inclusion indicators. The programme also addresses procurement requirements, cybersecurity responsibilities, data protection, audit trails and continuity arrangements for national and subnational payment environments.
Instructor-led sessions combine public-sector cases with practical workshops using payment-flow maps, control matrices, API requirement templates, reconciliation dashboards and risk registers. Teams work through a simulated government-to-person payment programme in which they must select channels, define controls, manage failed payments and prepare evidence for audit. Each participant leaves with a Digital Public Payments Implementation Pack containing a target-state process map, control framework, KPI dashboard specification, risk register and 90-day action plan tailored to their institution.

Requirements and prerequisites
Participants should have practical experience in government finance, treasury operations, public expenditure management, payments administration, internal control, audit or digital-government delivery. The course assumes familiarity with basic accounting records, payment approval workflows, bank reconciliation, procurement governance and common public-sector terms such as commitment, disbursement, ledger and beneficiary. Experience with an IFMIS, treasury management system, banking portal or payment platform is useful but not essential. Participants should be comfortable reading process maps and simple data tables. No programming, systems-administration, cryptography or prior API-development experience is required; technical concepts are taught from a finance-control perspective.
Training methodology
The programme uses instructor-led finance and technology briefings, followed by structured analysis of government payment scenarios. Participants map a treasury-to-beneficiary transaction, review sample ISO 20022 payment data, inspect an API requirement set and resolve reconciliation exceptions in small teams. Case discussions cover government-to-person transfers, supplier payments and revenue collections, with attention to accountability and operating realities. Facilitated workshops produce a control matrix, risk register, dashboard specification and implementation roadmap. On the final day, participants test their design against an incident scenario and refine a practical action plan for their organisation.
