Course overview
Healthcare employers must maintain safe staffing, continuous patient services and regulatory compliance while responding credibly to union concerns about pay, rostering, workload, occupational safety, redeployment and organisational change. HR and operational leaders can face disputes that escalate quickly when consultation records are weak, contract provisions are interpreted inconsistently or managers engage representatives without a clear mandate. This course equips participants to manage those interactions with evidence, procedural fairness and an informed understanding of the healthcare operating environment.
Over five days, participants examine recognition arrangements, collective agreements, consultation duties, bargaining preparation, grievance and disciplinary interfaces, industrial-action contingency planning, and workforce-change negotiations. They practise interpreting agreement clauses, building a management bargaining position, mapping union stakeholders, analysing workforce data, drafting consultation documents and conducting structured meetings with representatives. Particular attention is given to issues common in hospitals, clinics, care providers and public health services: safe staffing, shift patterns, skill mix, agency use, clinical-service redesign, wellbeing and patient-care continuity.
Teaching combines instructor-led legal and strategic briefings with healthcare case studies, role-play negotiations, document reviews and facilitated peer challenge. Participants work through a simulated service-reconfiguration dispute and use practical templates to prepare evidence, communications and escalation plans. Each participant leaves with a tailored Healthcare Labour Relations Action Pack containing a stakeholder map, bargaining-preparation brief, consultation timetable, issue log, meeting record template and 90-day workplace implementation plan.
The course is designed for experienced HR practitioners, employee-relations specialists, workforce leaders and operational managers who already participate in union-facing decisions and need greater confidence in high-stakes healthcare negotiations.

Requirements and prerequisites
Participants should have practical experience of HR, employee relations, workforce planning or operational management in a healthcare setting. They should understand the purpose of employment contracts, workplace policies, collective agreements, grievances and consultation, and be comfortable reading staffing, absence, overtime or roster data in spreadsheets. Familiarity with their organisation’s recognised unions or staff representative structures is useful. This is not a foundation course in employment law or basic HR administration. No legal qualification, prior negotiation certification or specialist labour-relations software is required; templates and case materials are provided.
Training methodology
The programme uses short instructor-led briefings to establish labour-relations frameworks, followed by practical application in healthcare-specific cases. Participants review anonymised agreement clauses, staffing dashboards, consultation papers and dispute correspondence; build bargaining positions in small groups; and take part in facilitated management-union meeting simulations. Instructor feedback focuses on evidence quality, language, process discipline and escalation choices. Each day closes with a practical output that feeds into an end-of-course Healthcare Labour Relations Action Pack and a 90-day application plan for the participant’s organisation.

Day 2: Evidence and bargaining preparation

- Workforce data packs for pay, overtime, absence and vacancy issues
- Rostering, skill-mix and agency-spend evidence analysis
- Costed option development and affordability narratives
- Interest-based bargaining versus positional bargaining
- BATNA, reservation points and concession planning

Workshop: Participants build a management bargaining brief for a proposed shift-pattern change using a supplied workforce dataset.
Day 3: Consultation, negotiation and communication
