Course overview
Government agencies and development programmes rely on citizen surveys to identify service gaps, measure programme reach, verify beneficiary experiences and support budget or policy decisions. Yet field data collection often produces incomplete records, inconsistent locations, duplicate submissions and delayed reporting when forms are poorly designed or teams lack clear quality-control procedures. This course equips public-sector staff to manage KoboToolbox surveys that can withstand operational scrutiny, protect respondent information and produce usable evidence for service-delivery decisions.
Participants build and administer a complete KoboToolbox citizen survey workflow, from requirements gathering and question design through deployment, field monitoring, data cleaning and reporting. They create structured forms using KoboToolbox Form Builder and XLSForm, apply skip logic, constraints, relevance conditions, repeat groups, required fields, GPS capture and media questions. The course also covers enumerator account management, consent wording, sampling considerations, offline data collection with KoboCollect, submission review, exports and preparation of survey data for analysis and mapping.
Teaching combines instructor demonstrations with daily KoboToolbox build labs based on a realistic local-government citizen service survey. Participants test forms on mobile devices, investigate deliberately flawed submissions, conduct data-quality checks and make deployment decisions under fieldwork constraints. Each participant leaves with a tested KoboToolbox project: a citizen survey form, fieldwork protocol, enumerator guidance, data-quality checklist and reporting-ready data export plan that can be adapted for a live government or humanitarian data-collection exercise.
The course is designed for staff who already work with programme monitoring, public consultation, field research or service-delivery data and need to manage reliable digital surveys rather than simply collect responses.

Requirements and prerequisites
Participants should understand the purpose of a questionnaire and have experience using spreadsheets to enter, review or filter data. Familiarity with government monitoring indicators, citizen-feedback processes or field data collection is helpful because exercises use service-delivery scenarios. Participants should be comfortable creating folders, downloading files and using a web browser; basic Excel or Google Sheets skills are assumed for reviewing exports and XLSForm tables. Prior KoboToolbox, KoboCollect, coding, statistics or GIS experience is not required. The course teaches the KoboToolbox workflow from project setup onward, but it does not replace formal survey-sampling or advanced statistical-analysis training.
Training methodology
The instructor uses a government service-delivery case to demonstrate each stage of a KoboToolbox survey operation, then participants build the same capability in guided labs. Short technical briefings are followed by form-design workshops, XLSForm validation tasks, mobile testing with KoboCollect and team-based review of flawed field submissions. Groups assess consent wording, skip patterns, GPS anomalies and missing data as a field supervisor would. On the final day, each participant refines an application plan and receives structured feedback on their survey management pack.

Day 1: Survey planning and KoboToolbox project foundations

- Informed consent, confidentiality and minimum necessary data collection
- KoboToolbox project creation and Form Builder navigation
- Core question types, response formats and mandatory response settings
- Form grouping, labels, hints and multilingual form planning
Workshop: Participants create a KoboToolbox project and draft the first version of a citizen service-access questionnaire with consent and indicator questions.
Day 2: Advanced form logic and XLSForm construction
- Skip logic using relevance conditions
- Validation constraints, error messages and acceptable-value rules
- Choice lists, cascading selections and external list considerations
- Calculations, hidden fields and metadata capture
- Repeat groups for household members, complaints or service visits
- XLSForm worksheet structure and Kobo-compatible column names

Workshop: Participants convert a section of their questionnaire into an XLSForm and test skip logic, calculations and repeat-group behaviour.
Day 3: Mobile deployment and enumerator field operations

Day 4: Submission monitoring, validation and data preparation
