Course overview
Public-sector leaders work within statutory duties, ministerial priorities, budget constraints, procurement rules and public scrutiny. They must improve services while maintaining fairness, transparency and accountability, often across agencies with competing mandates. This course addresses the practical leadership challenge of turning policy commitments into governable programmes, clear decisions and measurable service outcomes without weakening controls or public trust.
Participants learn how to distinguish governance from management, define decision rights, establish effective oversight structures and lead teams through complex public-service change. The course covers stakeholder mapping, public-value analysis, RACI responsibility mapping, risk and assurance reporting, ethical decision-making, performance dashboards and cross-functional collaboration. Participants practise briefing senior officials, handling escalation, setting accountable objectives and responding to governance failures with proportionate corrective action.
Delivery combines instructor-led teaching with public-sector case studies, governance simulations, group workshops and practical review of reporting templates. Participants work through a simulated service-improvement programme involving political stakeholders, delivery pressures, audit findings and citizen complaints. They leave with a completed Public Sector Governance Action Plan containing a stakeholder map, decision-rights matrix, risk-and-assurance register, performance measures and a 90-day leadership implementation plan.
The course is suited to current and aspiring managers, programme leads and governance professionals working in central government, local authorities, regulators, public agencies, healthcare bodies, education institutions and state-owned entities. Requirements and prerequisites
This is a foundation-to-intermediate course. Participants should have basic workplace experience in a public body, public-service provider or organisation working with government, and should be familiar with routine concepts such as objectives, budgets, reports and stakeholder meetings. Experience of managing staff, projects or committees is useful but not essential. Participants should bring a real service, programme or governance issue they can use in workshops. No prior qualification in public administration, law, audit, risk management, Excel or Power BI is required. Complete beginners should expect structured explanations of governance terminology before applying it in exercises.
Training methodology
The course uses short instructor-led modules to introduce governance frameworks, followed by applied work on a simulated public-service improvement programme. Participants analyse stakeholder pressures, draft RACI matrices, test risk escalations and build outcome-focused dashboard measures in small groups. Case studies draw on realistic issues such as audit findings, procurement concerns, service inequity and ministerial scrutiny. Facilitated peer review helps participants challenge assumptions and improve their documents. On day five, each participant converts the course tools into a practical 90-day action plan for their own organisation.

Day 1: Public value, leadership and accountability
- The public-sector operating environment: mandates, statutory duties and political accountability
- Governance versus management: distinct roles, decisions and reporting responsibilities
- Public-value analysis across outcomes, legitimacy, equity and stewardship
- Leadership styles for rule-bound and high-scrutiny environments
- The role of boards, committees, executives and accountable officers
- Delegated authority limits and escalation principles
- Using the OECD Recommendation on Public Integrity as a leadership reference point
Workshop: Participants analyse a service-delivery scenario and produce a public-value statement identifying competing obligations, stakeholders and leadership choices.
Day 2: Governance structures and stakeholder alignment
- Governance operating models for programmes, services and cross-agency initiatives
- Terms of reference for steering groups and oversight committees
- RACI matrices for decision rights, approvals and delivery accountabilities
- Stakeholder mapping using power-interest and influence-impact grids
- Engaging elected officials, senior civil servants, regulators and service users

Day 3: Risk, integrity and assurance

Day 4: Performance, scrutiny and service improvement

- Data quality checks, caveats and responsible use of performance evidence

Workshop: Participants create a prototype service-performance dashboard and a one-page executive briefing based on a supplied dataset.
Day 5: Leading implementation and sustained governance
