Course overview

HR service delivery often fails at the hand-offs rather than in the policy itself. Employees receive conflicting answers from HR shared services, HR business partners, centres of excellence, payroll, managers and external providers because accountability is assumed rather than documented. Escalations linger, approval routes multiply, and teams duplicate work or leave critical activities unattended. This course addresses the practical challenge of defining who is Responsible, Accountable, Consulted and Informed across employee lifecycle services without creating an unusable spreadsheet of vague job titles.

Participants learn a disciplined method for designing, testing and governing RACI matrices for recruitment, onboarding, employee data changes, payroll queries, performance management, leave administration, employee relations and offboarding. They translate service catalogues into discrete activities, identify decision rights, distinguish accountability from execution, set workable consultation rules, and resolve common RACI conflicts such as multiple Accountable roles, missing decision owners and excessive Consulted stakeholders. The course also covers links between RACI, HR service-level agreements, escalation paths, case-management workflows and control evidence.

Instruction combines guided design sessions, HR service-delivery case studies, matrix reviews and facilitated stakeholder negotiations. Participants work with a realistic HR operating model and progressively build a role-based RACI for a selected service process. They leave with a completed RACI matrix, a validation checklist, a stakeholder workshop plan, an exception-and-escalation log, and a 90-day implementation plan suitable for adapting to their own HR function. The course is particularly valuable for HR leaders and process owners who need clearer ownership before launching a shared-services model, new HR technology or service transformation programme.

Course objectives

By the end of this course, participants will be able to:

  • Decompose an HR service catalogue into activities, decisions, hand-offs and service outputs suitable for RACI analysis
  • Construct a RACI matrix that assigns one accountable owner and clear responsible roles for HR service activities
  • Differentiate Responsible, Accountable, Consulted and Informed assignments using decision-rights tests
  • Facilitate a stakeholder RACI workshop using role cards, challenge questions and conflict-resolution rules
  • Identify and correct RACI defects including multiple accountabilities, orphaned activities and over-consultation
  • Map RACI assignments to HR case-management workflows, approval routes, escalation paths and service-level agreements
  • Create a governance pack containing a validated RACI matrix, ownership rules and matrix review cadence
  • Produce a 90-day implementation plan for embedding RACI controls in a live HR service delivery process

Who should attend

  • HR Shared Services Managers — who need consistent ownership across high-volume employee services
  • HR Operations Managers — who must reduce unclear hand-offs between HR teams, managers and providers
  • HR Business Partners — who need defined decision rights when advising managers and centres of excellence
  • HR Transformation Leads — who are redesigning operating models, service catalogues or HR technology workflows
  • HR Process Owners — who must document end-to-end accountability for employee lifecycle processes
  • People Services Team Leaders — who supervise case resolution and escalation across specialist teams

Requirements and prerequisites

Participants should have practical experience of at least one HR service process, such as onboarding, employee data administration, payroll support, leave management or employee relations case handling. They should understand the difference between an HR policy, a process and a job role, and be comfortable reading process maps or workflow diagrams. Familiarity with an HRIS or case-management platform is useful but not essential. Participants should bring awareness of their organisation’s HR structure or service catalogue where possible. No prior RACI training, process-modelling qualification, Microsoft Visio expertise or advanced spreadsheet skills are required.

Training methodology

The instructor uses short, focused demonstrations followed by applied work on an HR shared-services case study. Participants map service activities, assign RACI roles, challenge assignments through structured stakeholder scenarios and test the matrix against case-management and escalation workflows. Small groups compare alternative operating-model choices for HRBPs, centres of excellence, line managers and outsourced providers. Each day closes with a practical artefact review. On the final day, participants adapt the method to a priority process from their own organisation and prepare an implementation plan for validation with stakeholders.

Course outline

Day 1: RACI foundations for HR service delivery

  • HR service delivery operating models and role boundaries
  • The RACI model: Responsible, Accountable, Consulted and Informed
  • Distinguishing process steps, decisions and service outputs
  • HR service catalogue decomposition techniques
  • Decision rights versus task execution
  • Common RACI failure patterns in HR operations
  • Defining the scope and level of detail for a usable matrix

Workshop: Participants decompose an employee onboarding service into activities, decisions, hand-offs and outputs for a first-pass RACI scope.

Day 2: Building a workable HR RACI matrix

  • Selecting roles rather than naming individual employees
  • Assigning one Accountable role per activity
  • Testing Responsible assignments for operational feasibility
  • Setting proportionate Consulted and Informed roles
  • Using decision-rights questions to resolve ambiguous ownership
  • RACI matrix layout in Microsoft Excel
  • Version control and assumptions logs for matrix development

Workshop: Participants build a draft RACI matrix for onboarding and employee data changes, including ownership assumptions and unresolved decisions.

Day 3: Validating ownership across HR stakeholders

  • Stakeholder mapping for HR shared services and centres of excellence
  • Preparing a RACI validation workshop agenda
  • Role cards and scenario testing techniques
  • Managing conflict between HRBPs, managers and service teams
  • Handling outsourced payroll and benefits provider responsibilities
  • Detecting multiple-accountable and no-owner gaps
  • Documenting agreed exceptions and escalation decisions

Workshop: Participants conduct a facilitated RACI validation workshop simulation and produce a revised matrix with an issue and decision log.

Day 4: Connecting RACI to HR workflows and controls

  • Mapping RACI roles to ServiceNow case-management workflows
  • Approval routes and delegation-of-authority controls
  • Service-level agreements and ownership of response commitments
  • Escalation paths for unresolved employee cases
  • Employee data protection responsibilities and access boundaries
  • Control evidence for payroll, offboarding and employee record changes
  • Visualising role hand-offs with Microsoft Visio swimlanes

Workshop: Participants map a RACI-enabled employee case workflow and produce an escalation path with control points and ownership rules.

Day 5: Governance and implementation of HR RACI

  • RACI governance principles and review triggers
  • Linking ownership matrices to HR policy and procedure updates
  • Change impact assessment for restructures and HR technology releases
  • Measuring hand-off failures, escalations and ownership exceptions
  • Using ISO 30414 indicators to inform HR service governance discussions

Frequently asked questions

No. The course teaches the RACI method from first principles, but it assumes familiarity with how at least one HR process operates. Participants who understand their organisation’s HR roles, service teams or approval routes will be able to apply the exercises more directly.

A laptop is recommended for the matrix-building exercises in Microsoft Excel and workflow reviews. If permitted by your organisation, bring a redacted service catalogue, process map, HR operating model or recurring ownership issue; no confidential employee data is needed.

It is designed for HR operations, shared services, HR transformation, HRBP and process-owner roles. It is especially useful where work crosses teams, countries, outsourced providers or HR technology platforms.

Process mapping explains the sequence of work; this course focuses on decision rights and role accountability within HR service delivery. Participants use maps and workflows as inputs, then build and test RACI assignments that clarify who owns each activity and decision.

You can use the supplied structure to diagnose a delayed or disputed HR service, such as onboarding, payroll corrections or offboarding. The validation questions, issue log and workshop plan enable you to bring affected stakeholders together and convert informal assumptions into agreed ownership.

You will leave with a completed HR RACI matrix based on the course case or your own selected process, plus a validation checklist and governance template. You will also have an escalation design and a 90-day implementation plan for introducing the matrix in your organisation.
