Course overview
Rural water services often fail not because infrastructure was never built, but because public agencies lack reliable information on functionality, service levels, operating costs, asset condition, and the institutions responsible for follow-up. District water offices, utilities, and sector ministries must make defensible decisions across dispersed communities while managing limited budgets, contractor performance, water-quality risks, and political expectations. This course equips public-sector professionals to move from project-by-project delivery to accountable, measurable rural water service management.
Participants learn how to define rural water service levels; map institutional mandates; assess water-point functionality and reliability; analyse lifecycle costs; and use service-delivery data to prioritise maintenance, rehabilitation, and new investment. The programme covers rural water supply options, including boreholes, handpumps, piped schemes, solar pumping, and small-town systems, alongside source protection, water safety planning, sanitation linkages, gender and inclusion, and grievance handling. Participants practise using service indicators aligned with SDG 6.1 and translating field evidence into budget proposals, performance actions, and management reports.
Instructor-led sessions are combined with realistic district-level cases, data exercises, facilitated planning workshops, and peer review. Participants work with a simulated rural water service dataset, create maps and dashboards, diagnose a failing service area, and prepare a Rural Water Service Improvement Plan. The final deliverable sets out priority assets, service targets, monitoring indicators, responsible institutions, estimated funding needs, and a 90-day implementation schedule that can be adapted for their own authority or programme.
The course is designed for public officials and partners responsible for planning, regulating, financing, monitoring, or supporting rural water and sanitation services. It is particularly valuable where agencies are strengthening decentralised service delivery, preparing sector investment plans, or improving accountability for non-functional water infrastructure.

Requirements and prerequisites
This is a foundation-to-intermediate course. Participants should be comfortable reading basic project documents, budgets, tables, and simple maps, and should have some exposure to public-service delivery, local government, water, sanitation, engineering, public health, or development programming. Familiarity with rural water technologies such as boreholes, handpumps, gravity schemes, or small piped systems is helpful but not essential. Participants will use spreadsheet exports and guided KoboToolbox, QGIS, and EPANET exercises; prior software experience is not required. No engineering degree, advanced GIS capability, hydraulic modelling expertise, or prior water-quality laboratory training is required.
Training methodology
The course uses short instructor-led inputs to establish public-sector service-delivery methods, followed by applied work on a simulated rural district. Participants inspect water-point records, clean KoboToolbox exports, map coverage and functionality in QGIS, estimate lifecycle costs, and test improvement options using structured worksheets. Case discussions examine handpump failure, solar-pumped scheme underperformance, and weak local accountability. Small groups prepare and challenge each other’s investment priorities, then complete an individual 90-day application plan based on a real service-delivery responsibility.

Day 1: Rural water service delivery systems and public accountability

Workshop: Participants develop a service-delivery actor map and accountability pathway for a simulated district with overlapping water-sector responsibilities.
Day 2: Asset intelligence, functionality, and service monitoring
- Water-point inventories and minimum asset-register fields
- Functionality classifications for handpumps, boreholes, piped schemes, and solar systems
- Structured field-survey design in KoboToolbox
- Asset-condition inspection checklists and verification protocols
- Reliability measurement using downtime, repair frequency, and seasonal performance data

- Data-quality checks for duplicates, missing coordinates, and inconsistent status records

Day 3: Sustainable operations, maintenance, and water safety

Day 4: Planning investments and managing delivery performance

Workshop: Participants score competing investment proposals, test a small-system scenario in EPANET, and defend a ranked funding recommendation to a mock committee.
Day 5: Service improvement planning, reporting, and implementation
