Course overview
Portfolio leaders often face a difficult operating gap: strategy is agreed in annual planning, but investment decisions, delivery evidence and funding changes are managed through disconnected spreadsheets, steering committees and project-level status reports. This creates too many initiatives, slow responses to market change and weak visibility of whether portfolio spend is producing measurable business outcomes. SAFe Lean Portfolio Management provides a practical operating model for connecting enterprise strategy, investment funding and Agile delivery across value streams.
This five-day instructor-led course teaches participants to establish portfolio strategy and investment horizons, define strategic themes and portfolio epics, and use Lean business cases to make evidence-based investment decisions. Participants learn participatory budgeting, guardrails, portfolio Kanban, lean governance, capacity allocation and weighted shortest job first (WSJF) prioritisation. They also learn how to measure portfolio flow, outcomes and financial performance using objectives and key results (OKRs), lean budgets and portfolio-level metrics rather than relying only on project milestones and budget variance.
Teaching combines facilitated instruction with a sustained portfolio simulation. Teams work from a realistic business strategy, translate it into strategic themes and epics, sequence investments through a portfolio Kanban system, allocate funding and respond to changing delivery evidence. Each participant leaves with a completed Lean Portfolio Management operating blueprint: a portfolio vision, strategic themes, investment guardrails, prioritisation model, governance cadence and 90-day implementation plan suitable for adapting to their own organisation.
The course is designed for intermediate practitioners who influence portfolio decisions, PMO operating models, enterprise Agile ways of working or value-stream investment. It is particularly valuable where an organisation is moving from project-by-project funding toward outcome-based investment and needs a disciplined method for governing change without reintroducing command-and-control delivery controls.
Course objectives

- Design a portfolio Kanban system with explicit intake, review, analysis, implementation and completion policies
- Establish Lean governance cadences that connect portfolio review, budgeting, delivery evidence and decision rights
- Interpret portfolio flow, outcome and financial metrics to identify bottlenecks, investment risk and underperforming initiatives
- Produce a 90-day Lean Portfolio Management implementation roadmap with roles, artefacts and adoption actions

Requirements and prerequisites
Participants should understand basic Agile concepts, including cross-functional teams, backlogs, iterative delivery and incremental value release. Familiarity with portfolio, programme or PMO terminology—such as business cases, funding approvals, governance forums, benefits realisation and risk management—is expected. Experience working with initiatives that span several teams or departments is strongly recommended. Participants should be comfortable reading simple delivery metrics and discussing investment trade-offs. Prior SAFe certification is not required, and no advanced financial modelling, coding or Jira administration experience is needed. A working laptop is recommended for template-based exercises.
Training methodology
The course uses instructor-led explanation to establish the SAFe Lean Portfolio Management model, followed immediately by guided application in a running portfolio case. Participants analyse strategy statements, create strategic themes and epics, score investments with WSJF, configure portfolio Kanban policies and test funding decisions against changing evidence. Small groups conduct portfolio review simulations involving finance, product and delivery stakeholders. The final session converts the case work into an individual application plan, with peer challenge and instructor feedback on governance design, metrics and first implementation steps.

Day 1: Portfolio strategy and value-stream investment

Day 2: Portfolio flow and demand management
- Portfolio epic definition and minimum viable product thinking
- Hypothesis statements, benefit hypotheses and leading indicators
- Lean business case structure and lightweight economic analysis
- Portfolio Kanban workflow states and entry-exit policies
- Funnel, reviewing, analysing, portfolio backlog and implementing states
- Work-in-process limits and ageing-work controls
- Epic owner responsibilities and cross-functional epic review
Workshop: Participants build a portfolio Kanban board and prepare a Lean business case for a proposed strategic epic.
Day 3: Lean budgeting and prioritisation

Day 4: Lean governance, metrics and portfolio operations

- Flow metrics: distribution, velocity, time, load and efficiency
- Outcome metrics, OKR progress and benefit-realisation evidence

- Risk, dependency and compliance management within Lean governance
Workshop: Participants facilitate a simulated portfolio review using flow, outcome and financial data to make continue, pivot, pause and stop decisions.
Day 5: Implementing Lean Portfolio Management
