Course overview
City managers are expected to turn council priorities, statutory duties and community expectations into services that work reliably across departments. The difficulty is rarely a lack of data. It is deciding which measures reveal service quality, cost, access and equity; establishing who is accountable; and using performance evidence before backlogs, complaints or budget pressures become crises. This course equips city managers to run a disciplined performance management cycle for services such as waste collection, permitting, roads, water, public safety, parks and customer contact centres.
Participants learn to translate a city strategy into a service delivery performance framework, with clear outcomes, indicators, targets, data owners and escalation rules. The course covers service standards, balanced scorecards, indicator design, baseline setting, target negotiation, dashboard specification, variance analysis, root-cause investigation and corrective-action tracking. Participants also work with disaggregated data to test whether results differ by neighbourhood, demographic group or service channel, and learn how to present concise performance packs for executive teams, councils and community stakeholders.
Teaching combines instructor-led input with municipal cases, dashboard critiques, data-analysis workshops and cross-department performance-review simulations. Participants build a practical Service Delivery Performance Improvement Plan for a selected municipal service, including a logic model, indicator dictionary, reporting calendar, dashboard wireframe, performance-review agenda and 90-day action register. This gives both the participant and sponsoring organisation an immediately usable management product rather than a set of isolated measures.
The course is designed for experienced city managers and senior public-sector leaders who oversee multiple services, budgets or districts and need a consistent way to improve execution while maintaining transparency, legal compliance and public trust.

Requirements and prerequisites
Participants should have experience managing, advising on or reporting for municipal services, programmes or budgets. The course assumes familiarity with basic public-sector planning terms such as objectives, outputs, outcomes, key performance indicators and annual operating plans, as well as the ability to read tables and simple charts. Participants should bring a laptop with Microsoft Excel available and, where possible, a current service plan, dashboard or monthly performance report from their organisation. Prior Power BI, ArcGIS or statistical software experience is not required; dashboard work is taught through guided templates and examples.
Training methodology
The five-day programme uses short instructor-led briefings followed by municipal performance labs. Participants critique real-style service scorecards, calculate indicators in Excel, define dashboard requirements for Power BI and examine mapped service disparities through ArcGIS Dashboards examples. Small groups conduct simulated monthly reviews where they question data quality, identify root causes and assign actions across departments. Each participant progressively develops a Service Delivery Performance Improvement Plan for a chosen service, receives peer and instructor feedback, and finishes with a practical 90-day implementation presentation.

Day 1: Building the municipal performance architecture
- Municipal service delivery chains from policy commitment to resident outcome
- Distinguishing outputs, outcomes, service standards and operational measures
- Translating council priorities into departmental performance commitments
- Logic models for waste, permitting, road maintenance and customer-service operations
- RACI accountability mapping for cross-department service delivery
- Performance governance roles for executives, service directors and data owners
- Designing monthly, quarterly and annual performance-management cycles
Workshop: Participants map a selected municipal service from strategic objective to resident outcome and produce a one-page logic model with named accountabilities.
Day 2: Indicators, targets and data governance
- Selecting leading, lagging, efficiency, quality and equity indicators
- SMART indicator tests and common municipal KPI failure patterns
- Indicator formulas, numerator-denominator definitions and unit-of-analysis choices
- Baseline analysis using historical service volumes and completion data
- Target-setting methods using standards, trends, capacity and peer comparisons
- Indicator dictionaries with data owners, refresh schedules and validation controls
- Data-quality dimensions: completeness, timeliness, accuracy, consistency and traceability
Workshop: Participants create an indicator dictionary and target rationale for six measures in a priority municipal service.
Day 3: Dashboards and evidence for management decisions
- Executive scorecard design versus operational management dashboard design
- Excel data preparation for service performance analysis
- Power BI dashboard wireframes, filters, drill-throughs and exception flags
- Traffic-light thresholds and the risks of misleading red-amber-green reporting
- Trend, seasonal and cumulative variance analysis

- ArcGIS Dashboards applications for neighbourhood-level service visibility
Workshop: Participants develop a dashboard wireframe and analyse a municipal service dataset to identify three decision-relevant exceptions.
Day 4: Performance reviews, diagnosis and corrective action

- Five Whys and fishbone analysis for service delivery failures
- Separating data errors, process constraints, capacity gaps and policy barriers
- Corrective-action registers with owners, milestones, dependencies and evidence of closure

Workshop: In a simulated city performance review, participants diagnose a missed service standard and produce a corrective-action register with escalation decisions.
Day 5: Embedding an improvement cycle

- Integrating resident complaints, satisfaction data and service-request records
- Equity checks for uneven service access and outcome gaps

- Presenting a concise city-manager performance pack to senior leadership
