Course overview

Water utilities are often expected to maintain or rapidly restore safe services when conflict, flooding, displacement, drought, disease outbreaks, or infrastructure damage disrupt normal operations. Yet emergency partners may work to different planning cycles, procurement rules, service standards, and accountability arrangements. Utility managers must make defensible decisions on source protection, pressure management, tanker operations, emergency chlorination, repair prioritisation, and customer communication while balancing public-health risk, scarce fuel and chemicals, staff safety, and the transition from relief operations back to sustainable utility service.

This course equips experienced water and sanitation professionals to lead and coordinate a utility-centred WASH humanitarian response. Participants apply rapid service assessments, population and demand estimation, Sphere indicators, water-safety risk assessment, emergency network operation, water-quality surveillance, contingency stock planning, and incident coordination methods. They learn to define minimum service levels, select delivery modalities, prepare repair and rehabilitation priorities, manage water trucking and chlorination controls, and establish practical monitoring indicators for reliability, quality, access, and equity.

Teaching is built around a realistic utility disruption scenario in which participants respond to a sudden displacement influx and damaged distribution system. Instructor-led technical briefings are followed by team exercises using service maps, incident data, water-quality results, demand assumptions, and operational constraints. Each participant leaves with an emergency WASH utility response package: a rapid assessment template, prioritised action plan, minimum-service matrix, water-quality monitoring plan, and 90-day recovery roadmap that can be adapted to their own utility or service area.

Participants work in teams on a simulated displacement and network-damage incident, using operational logs, demand figures, chlorine test results, asset maps, and partner requests to make time-bound decisions.
