Course overview

Water suppliers, utilities, NGOs and emergency-response teams are expected to demonstrate that drinking-water risks are controlled from catchment to consumer, not merely that occasional samples meet standards. Yet many Water Safety Plans remain generic documents: system maps omit informal sources, treatment bypasses or tanker interfaces; hazards are not linked to measurable controls; and monitoring logs do not trigger accountable action. This course equips practitioners to turn the WHO preventive risk-management framework into an operating plan that can withstand regulator, donor and internal review.

Participants work through the full WHO Water Safety Plan process: assembling a competent WSP team, describing and mapping the supply system, identifying hazardous events, assessing risks, selecting and validating control measures, defining operational monitoring, and establishing corrective actions. They learn to use risk matrices, sanitary inspection findings, process-flow diagrams, control-limit tables, verification sampling plans and improvement schedules. Particular attention is given to common high-risk points including source protection, treatment performance, storage, distribution pressure, intermittent supply, household handling and emergency water supplies.

Instructor-led technical sessions are paired with a running utility and community-supply case. Participants analyse evidence, challenge assumptions, make risk decisions and draft the operational sections of a Water Safety Plan. Each participant leaves with a structured WSP implementation pack: a system description, hazard-and-control risk register, monitoring and corrective-action matrix, verification plan and prioritised improvement roadmap ready to adapt for their own service area.

The course is designed for professionals responsible for drinking-water safety in utility, government, development, humanitarian and regulatory settings. It is especially valuable where teams must move from compliance testing to documented, preventive control of public-health risks.

Requirements and prerequisites

Participants should have practical familiarity with drinking-water supply systems, such as abstraction, treatment, storage, distribution, water-quality testing or WASH programme delivery. The course assumes that participants can interpret basic process diagrams and understand common water-quality concepts including turbidity, residual chlorine, microbial contamination and sampling points. Experience with a specific Water Safety Plan is helpful but not essential. Participants should bring a laptop if attending online or if they wish to work on their own documents. No advanced chemistry, engineering design software, laboratory certification or prior WHO WSP training is required.

Training methodology

The course combines instructor-led explanation of the WHO Water Safety Plan steps with guided application to a realistic water-supply case. Participants interpret source, treatment and distribution information; build process-flow diagrams; conduct hazard-analysis workshops; and use risk-register and monitoring-matrix templates. Small groups test control measures against scenario changes such as heavy rainfall, treatment failure, low residual chlorine and pipe breaks. Facilitated peer review is used to challenge risk ratings and corrective actions. The final session converts each participant’s draft outputs into an implementation plan for their own utility, programme or inspection role.

Day 1: WHO Water Safety Plan foundations and system understanding

Workshop: Participants develop a WSP team charter and a verified catchment-to-consumer process-flow diagram for the course case system.

Day 2: Hazard identification and risk assessment

Day 3: Control measures and operational monitoring

Workshop: Participants draft an incident-response procedure and verification plan for a contamination event affecting a distribution zone.

Day 5: Implementation, assurance and continuous improvement

No previous formal WSP training is required, but participants should understand the basic operation of a drinking-water system or WASH service. The course starts with the WHO framework, then moves quickly into risk assessment, control measures and implementation documentation.

A laptop is recommended, particularly for live online delivery and for adapting the course templates to your own system. Specialist modelling or laboratory software is not required; exercises use structured WSP templates, process diagrams and risk-register formats.
