Course overview
Frontline supervisors make the daily decisions that determine whether safety controls work: allocating work, checking permits, responding to unsafe conditions, stopping work, briefing crews and recording incidents. Many supervisors inherit these responsibilities without a consistent method for assessing risk or following through on corrective actions. This course gives supervisors a practical framework for managing occupational health and safety at shift, task and work-area level while meeting the expectations of their organisation’s safety management system.
Participants learn to conduct pre-task risk assessments, lead effective toolbox talks, verify controls in the field and escalate risks that exceed their authority. The course covers hazard identification, risk matrices, hierarchy of controls, permit-to-work interfaces, contractor oversight, incident reporting, basic investigation methods and corrective-action tracking. Supervisors practise distinguishing immediate causes from underlying causes, writing observations that can be acted upon, and using evidence to decide when work must be paused or redesigned.
Delivery combines instructor-led explanation with realistic supervisory scenarios, including unsafe work observations, incident case files, crew briefings and corrective-action reviews. Participants use inspection checklists, risk-assessment templates, a simple investigation format and action registers during guided workshops. Each participant leaves with a frontline safety supervision action plan containing a workplace inspection schedule, toolbox-talk structure, escalation triggers and priority actions for their own team or work area.
The course is suited to new and experienced supervisors in operational, maintenance, construction, logistics, manufacturing, facilities and field-service environments. It is designed for people who must translate organisational safety rules into reliable daily work practices rather than merely understand policy requirements.

Requirements and prerequisites
This is a foundation-to-intermediate course and no formal occupational health and safety qualification is required. Participants should have basic experience of supervising people, assigning work or coordinating day-to-day operations, and should be familiar with the work activities and hazards in their own area. Familiarity with internal safety rules, incident-reporting forms or permit-to-work procedures is helpful but not essential. Participants do not need prior knowledge of ISO 45001, legal interpretation, incident-investigation software or advanced risk-analysis techniques. Complete beginners should expect a practical introduction to core safety supervision responsibilities before progressing to applied exercises.
Training methodology
The course is delivered through instructor-led modules, facilitated discussion and practical supervisor-level decision exercises. Participants work with sample risk assessments, inspection records, permit-to-work documentation, near-miss reports and corrective-action registers drawn from operational settings. Small groups analyse changing work conditions, select controls using the hierarchy of controls and practise concise toolbox talks. The final day uses an application-planning workshop in which each participant translates course methods into inspection, briefing, escalation and follow-up routines for their own work area.

Day 1: The frontline supervisor’s safety role
- Supervisor accountability within an occupational health and safety management system
- Legal duty of care and the limits of supervisory authority
- ISO 45001 worker consultation and operational-control principles
- Recognising planned work, non-routine work and changing conditions
- Stop-work authority and escalation decision criteria
- Safety leadership behaviours that influence crew compliance
- Reviewing local procedures, safe systems of work and work instructions
Workshop: Participants map a typical shift from work allocation to close-out and identify the safety decisions, controls and escalation points they personally own.
Day 2: Hazard identification and risk control
- Task-based hazard identification using people, plant, process and environment prompts
- Likelihood and consequence scoring with a risk matrix
- Applying the hierarchy of controls to operational hazards
- Dynamic risk assessment when work conditions change
- Control measures for slips, trips, manual handling and workplace transport
- Recognising exposure risks from noise, chemicals, dust and fatigue
- Documenting residual risk and communicating control requirements
Workshop: Participants complete a task risk assessment for a realistic work activity, select controls using the hierarchy of controls and defend their residual-risk rating.
Day 3: Planning, briefing and verifying safe work
- Pre-start checks and structured task briefings
- Designing toolbox talks around specific hazards and control changes
- Checking worker competence, authorisation and fitness for assigned tasks
- Permit-to-work interfaces for hot work, confined spaces and electrical isolation
- Contractor induction, coordination and field monitoring
- Safety inspection techniques using planned observation checklists
- Recording objective findings, unsafe acts and unsafe conditions
Workshop: Participants deliver a short toolbox talk for a changing work scenario and conduct a paired field-observation simulation using an inspection checklist.
Day 4: Incident response and corrective action

- Reviewing recurring findings for patterns and systemic weaknesses
- Escalating high-risk issues to management and HSE specialists
- Integrating safety checks into shift handovers and production meetings
- Preparing for internal audits and management review inputs
- Building a 30-day frontline safety supervision action plan
Workshop: Participants create and peer-review a 30-day safety supervision action plan containing inspection priorities, briefing topics, escalation triggers and action-tracking measures.
