Course overview

Learning leaders are increasingly asked to prove that investment in development closes material capability gaps rather than merely increasing course attendance. This requires more than an annual learning calendar or skills survey. Organisations need a defensible view of the capabilities required by strategy, the proficiency currently available across critical roles, the risk created by shortages, and the interventions most likely to improve workforce readiness. Without this discipline, learning budgets are dispersed across low-priority activity, succession plans rest on untested assumptions, and business leaders lack confidence in L&D data.

This advanced course equips participants to build a workforce capability planning process linked to business strategy, operating models and role architecture. Participants learn to translate strategic priorities into capability statements; define proficiency scales; create capability taxonomies; conduct role-based gap analysis; segment build, buy, borrow and automate responses; and prioritise learning investment using impact, urgency, feasibility and risk criteria. The programme also covers skills data governance, workforce analytics, learning portfolio design, capability academies, measurement logic and executive-level business cases.

Teaching combines expert instruction with a running organisational case and practical analysis workshops. Participants work with capability matrices, demand-and-supply scenarios, dashboard specifications and investment-prioritisation models using Excel and Power BI. By the end of the week, each participant produces a workforce capability planning pack for a selected business area: a strategic capability map, critical-role assessment, gap heat map, intervention roadmap, metrics framework and stakeholder implementation plan. The pack is structured for refinement and presentation to an HR, talent or business leadership forum.

The course is best suited to experienced L&D, talent, workforce planning and HR professionals who already manage programmes or portfolios and now need to influence enterprise capability decisions. It is also valuable to HR business partners and functional leaders responsible for ensuring that workforce development supports a defined commercial, operational, digital or transformation agenda.

Course objectives

By the end of this course, participants will be able to:

  • Translate business strategy and operating-model changes into a prioritised enterprise capability map

Who should attend

  • Learning and Development Managers — who must align learning portfolios with strategic capability priorities
  • Heads of Talent and Capability — who need an evidence-based approach to skills supply, succession and development investment
  • Workforce Planning Managers — who model future talent demand and require development responses alongside hiring plans
  • HR Business Partners — who advise business leaders on role readiness, capability risk and workforce transformation
  • Organisational Development Leaders — who design operating-model, leadership and culture interventions for changing organisations
  • Capability Academy or Technical Training Leads — who need to target curricula at measurable role and proficiency gaps

Requirements and prerequisites

Participants should have practical experience in L&D, talent management, workforce planning, HR business partnering or organisational development, including familiarity with learning needs analysis, competency frameworks and basic workforce metrics. They should be comfortable working with spreadsheets, interpreting tables and discussing business strategy with stakeholders. Prior exposure to Microsoft Excel is assumed; basic Power BI awareness is helpful but not essential, as dashboard exercises use prepared data sets and guided steps. Participants do not need advanced statistical knowledge, coding ability, a completed skills platform implementation or prior certification in workforce planning.

Training methodology

The programme uses short instructor-led briefings followed by applied workshops built around a running transformation case. Participants analyse strategic documents, define capability statements, calibrate proficiency scales, complete gap-analysis templates and compare workforce response options in small groups. Facilitated peer review sessions test assumptions and strengthen stakeholder narratives. Excel-based modelling and a guided Power BI dashboard exercise turn capability data into decision-ready outputs. On Day 5, participants adapt the methods to their own business context and complete an implementation plan with sponsors, data sources, milestones and governance decisions.

Course outline

Day 1: Strategic context and capability architecture

  • Distinguishing skills, competencies, capabilities and organisational capacity
  • Translating strategic pillars into workforce capability implications
  • Using operating-model changes to identify emerging role demands
  • Defining enterprise, functional and role-specific capability layers
  • Building capability statements with observable business outcomes
  • Creating proficiency scales and evidence-based level descriptors
  • Aligning capability architecture with SFIA and existing job frameworks

Workshop: Participants convert a business strategy case into a first-draft capability map and identify the five capabilities most critical to delivery.

Day 2: Capability supply, demand and gap diagnosis

  • Selecting critical roles through value, scarcity and risk criteria
  • Forecasting capability demand under growth, transformation and automation scenarios
  • Assessing current supply through self-assessment, manager review and skills evidence
  • Calibrating proficiency assessments to reduce rating inconsistency
  • Constructing role-by-capability matrices and coverage ratios
  • Visualising gaps through heat maps, risk scores and distribution analysis
  • Applying ISO 30414 workforce reporting concepts to capability data

Workshop: Participants build a critical-role capability heat map from a supplied workforce data set and present the three most material risks.

Day 3: Workforce responses and learning portfolio design

  • Applying the build-buy-borrow-bind-automate workforce response framework
  • Segmenting capability gaps by urgency, strategic value and time-to-proficiency
  • Designing capability academies, pathways and experiential development assignments
  • Linking learning interventions to role transitions and internal mobility
  • Combining formal learning, coaching, communities and performance support
  • Assessing vendor, internal-faculty and digital-content delivery options
  • Prioritising interventions with weighted scoring and investment thresholds

Workshop: Participants develop and score alternative responses for three capability shortages, then recommend a balanced learning and workforce portfolio.

Day 4: Analytics, measurement and governance

  • Defining leading and lagging indicators for workforce capability progress
  • Building a capability data dictionary and minimum viable data set
  • Using Microsoft Excel for gap calculations, scenario tables and intervention costing
  • Designing Power BI capability dashboards for leaders and programme owners
  • Connecting learning data to proficiency, mobility, performance and productivity measures
  • Establishing data quality controls, privacy boundaries and assessment governance

Frequently asked questions

This is an intermediate-to-advanced programme for professionals who already work in L&D, talent, HR, workforce planning or organisational development. You should understand learning needs analysis, competency frameworks and basic spreadsheet-based reporting; no prior workforce planning certification is required.

A laptop with Microsoft Excel is strongly recommended because participants complete analysis and planning templates during the course. Power BI exercises are guided and use prepared data, so prior dashboard-building experience is useful but not required.

It is designed for people responsible for linking capability development to business strategy, critical roles and workforce risk. It is particularly relevant where an organisation is undertaking digital transformation, restructuring, expansion, skills-based workforce initiatives or reskilling.

Learning needs analysis usually focuses on diagnosing a programme or audience requirement, while instructional design focuses on creating learning solutions. This course operates at portfolio and workforce level: it identifies strategic capabilities, models supply and demand, compares workforce responses and governs investment across multiple interventions.

The templates can be applied to one function, business unit, role family or transformation initiative before being scaled. Participants can use the capability map and gap heat map to structure conversations with business sponsors, talent teams, finance partners and functional subject-matter experts.

You will leave with a workforce capability planning pack containing a strategic capability map, critical-role matrix, gap heat map, intervention-prioritisation model, measurement scorecard and implementation roadmap. It is a practical working draft that can be adapted with your organisation's data and governance requirements.
