Course overview

Construction projects expose teams to changing work fronts, multiple contractors, heavy plant, work at height, temporary works, confined spaces and environmental controls that can fail quickly when responsibilities are unclear. HSE professionals, project managers and supervisors must do more than maintain policies: they need to translate legal duties, client requirements and management-system controls into site-ready plans, inspections, permits, briefings and corrective actions. This course addresses the practical challenge of controlling high-risk construction activities while maintaining programme, quality and contractor coordination.

Participants work through the architecture of a construction HSE management system aligned to ISO 45001 and ISO 14001. They learn to develop construction phase HSE plans, identify hazards using task risk assessment and job safety analysis methods, apply the hierarchy of controls, manage subcontractor competence, conduct incident investigations, and track leading and lagging performance indicators. Sessions address permit-to-work systems, lifting operations, work at height, excavation, electrical safety, temporary works, emergency preparedness, waste, dust, noise and spill prevention.

The five-day programme is delivered through instructor-led technical sessions, site-document reviews, scenario-based workshops and group critiques of construction case studies. Participants practise turning findings into accountable action plans rather than simply recording observations. Prior auditor certification, environmental specialist knowledge, BowtieXP experience and formal ISO 45001 or ISO 14001 training are not required; these are introduced and applied during the course.

Training methodology

An instructor with construction HSE experience leads structured sessions using real project documents, including HSE plans, risk assessments, permits, inspection reports and incident records. Participants analyse scenarios involving lifting, excavation, work at height, plant interfaces and environmental releases; then test their decisions in facilitated group reviews. Workshops require attendees to draft controls, identify assurance evidence, prioritise actions and challenge weak contractor submissions. The final session converts course learning into an individual site compliance action plan for a current or planned project, with peer and instructor feedback.

Day 1: Construction HSE governance and planning

Day 2: Risk management for high-risk construction work

  • Hierarchy of controls and residual-risk decision making
  • Bow-tie analysis for fatal and major accident hazards
  • Work at height controls: access, edge protection, fall arrest and rescue planning

  • Excavation, temporary works, plant-pedestrian segregation and underground services controls

Workshop: Participants build a bow-tie and task risk assessment for a crane lift adjacent to an excavation, specifying barriers and verification checks.

Day 3: Site compliance, permits and contractor control

  • Permit-to-work system design for hot work, confined spaces, electrical isolation and excavation

Workshop: Participants conduct a simulated site compliance audit from photos and records, then issue a prioritised corrective-action register.

Day 4: Incident investigation and performance assurance

Frequently asked questions

You should understand basic construction-site practices, risk assessments, method statements and toolbox talks, ideally through supervisory, project or HSE work. You do not need prior ISO auditor training or specialist environmental qualifications.

A laptop is recommended for working on the compliance action plan and spreadsheet-based KPI exercises, but it is not mandatory for classroom delivery. Course examples use Microsoft Excel and introduce BowtieXP concepts; participants do not need a BowtieXP licence.

It is best suited to construction HSE managers, advisors, project managers, site managers, supervisors and contractor managers with responsibility for site controls. It is aimed at people who must apply and assure HSE arrangements, not those seeking a basic site-safety induction.

The course concentrates on construction delivery controls: subcontractor interfaces, permits, lifting, excavation, temporary works, changing work fronts and client assurance. General HSE principles are used only where they help participants build site-ready management and compliance systems.
