Course overview

Facility managers often rely on external contractors for maintenance shutdowns, cleaning, security, HVAC work, fit-outs, landscaping, waste handling and specialist repairs. Yet the facility team retains day-to-day control of access, permits, interfaces and site conditions. Weak contractor HSE management can lead to uncontrolled simultaneous operations, incomplete risk assessments, poor induction records, unsafe handovers, environmental releases and unclear accountability when an incident occurs. This course equips facility managers to manage those risks without attempting to replace the contractor’s technical competence or legal responsibilities.

Participants learn to build a practical contractor HSE management system across the full contractor lifecycle: prequalification, scope definition, bid evaluation, mobilisation, induction, permit-to-work controls, supervision, performance review and close-out. They practise reviewing RAMS, developing contractor-specific HSE clauses, applying risk matrices, coordinating simultaneous operations, verifying competency records, conducting workplace inspections and escalating non-conformance. Environmental controls for waste, spills, emissions and resource use are integrated with occupational safety controls rather than treated as a separate process.

Teaching combines instructor-led explanation with facility-based scenarios, document reviews and decision workshops. Participants work with a realistic contractor package for a multi-service facility and test it against maintenance, construction and operational interface risks. Training methodology

Instructor-led sessions establish the contractor-management framework and explain how ISO 45001, ISO 14001 and facility control documents translate into daily decisions. Participants then analyse contractor RAMS, permit packs, competency records and inspection findings drawn from realistic facility scenarios. Small groups run mobilisation and SIMOPS planning meetings, identify evidence gaps and decide proportionate interventions. Facilitators provide feedback against practical checklists. Each participant completes an end-of-course application plan and adapts a Contractor HSE Management Plan for one contractor category or site they manage.
