Course overview

PMOs are often asked to improve delivery oversight without recreating the slow approval chains, reporting burdens, and one-size-fits-all controls that agile teams are trying to avoid. This course addresses the practical governance gap between portfolio leaders who need reliable investment, risk, dependency, and benefit information and delivery teams that need autonomy to choose fit-for-purpose ways of working. Participants learn how to design governance that provides evidence-based decision support rather than activity-based compliance.

The course applies the Disciplined Agile toolkit to PMO operating models, portfolio governance, value-stream funding, team-of-teams coordination, lean metrics, and assurance practices. Participants learn to assess a PMO's current services, select appropriate DA process goals, establish decision rights, tailor governance controls by delivery context, and create reporting that connects strategic objectives to measurable outcomes. Practical work includes governance cadences, portfolio Kanban policies, lightweight stage gates, risk escalation paths, and outcome-based dashboards.

Instruction combines worked examples, facilitated design workshops, group critique, and hands-on use of governance artefacts. Across the week, participants develop a Disciplined Agile PMO Governance Blueprint for a realistic organisational case or their own environment. The blueprint includes a target operating model, governance decision map, portfolio flow design, metric set, assurance approach, and 90-day implementation plan. It gives both the participant and their sponsor a usable starting point for improving PMO services without imposing unnecessary process overhead.

Training methodology

The course is delivered through instructor-led explanations of Disciplined Agile process goals followed by PMO design exercises using a running portfolio case. Participants map governance pain points, compare control options, create portfolio Kanban policies, and test dashboards against executive decision scenarios. Small groups critique each other's decision rights, reporting packs, and assurance checkpoints. The final day uses an application-planning workshop in which each participant assembles a governance blueprint and identifies sponsors, pilot scope, measures, and first 90-day actions for their organisation.

Workshop: Participants diagnose a case-study PMO, identify governance failure modes, and produce a prioritised PMO service improvement backlog.

Day 2: Portfolio governance and investment flow

  • Portfolio intake design and demand classification
  • Portfolio Kanban boards, work-in-progress limits, and pull policies
  • Value-stream funding compared with annual project-by-project funding
  • Cost of delay and weighted shortest job first prioritisation
  • Strategic themes, objectives, and portfolio alignment mapping

  • Capacity allocation across run, grow, transform, and regulatory work

Workshop: Participants build a portfolio Kanban design and prioritisation policy for a constrained investment portfolio.

Day 3: Decision rights, coordination, and lean assurance

  • RACI and delegated-authority models for agile and hybrid environments
  • Cross-team dependency management using visual coordination boards
  • Lightweight stage gates and evidence-based readiness reviews

  • Communities of practice and coaching as PMO enablement services

Workshop: Participants create a decision-rights matrix and a lightweight assurance model for a multi-team delivery initiative.

Day 4: Metrics, reporting, and benefits governance

  • Flow metrics: throughput, cycle time, work item age, and flow efficiency
  • Portfolio health metrics for risk, dependencies, capacity, and investment balance
  • Benefits realisation hypotheses and measurable success criteria

Day 5: Implementing the Disciplined Agile PMO

  • Change impact analysis for reporting, meetings, roles, and tooling
