Ports and maritime terminals operate under concentrated environmental scrutiny: vessel emissions at berth, cargo dust, contaminated stormwater, dredging impacts, hazardous waste, ballast water, spills and contractor practices can all create permit breaches, complaints or operational disruption. Environmental managers must translate MARPOL requirements, port permits and local regulations into controls that work across quays, yards, workshops, tank farms and tenant-operated areas. This course addresses the practical challenge of maintaining environmental compliance while protecting throughput, vessel turnaround and commercial relationships.
Participants learn to build and operate an environmental management system for port and terminal activities. They identify significant environmental aspects, maintain legal and permit registers, set risk-based operational controls, and establish inspection and monitoring programmes. The course covers emissions inventories, stormwater and wastewater controls, waste classification, spill prevention, dredging and sediment considerations, environmental incident investigation, contractor oversight and environmental performance reporting. Participants use ISO 14001:2015 principles alongside MARPOL obligations and port-specific risk assessment methods.
Instruction combines worked port scenarios, facilitated analysis of terminal operations, group workshops and practical document-building exercises. Participants develop a tailored Port Environmental Management Action Plan containing an aspects-and-impacts register, compliance obligations, monitoring indicators, control measures, inspection priorities and improvement actions. The plan can be adapted for use at a container terminal, bulk cargo facility, Ro-Ro port, cruise terminal or multipurpose harbour.
The course is designed for practitioners with operational responsibility who need to move beyond environmental awareness into defensible management, measurement and assurance. Requirements and prerequisites
Participants should have working experience in a port, terminal, shipping operation, marine services provider or related HSE function. They should understand routine terminal activities such as vessel calls, cargo handling, storage, maintenance, bunkering or waste collection, and be comfortable reading procedures, permits and inspection records. Familiarity with basic environmental terms such as emissions, waste, wastewater, spill response and risk assessment is assumed. Prior knowledge of ISO 14001, MARPOL, ArcGIS Pro or EPA SWMM is helpful but not required. No engineering qualification, environmental science degree or advanced data-analysis capability is required.
Training methodology
The programme uses instructor-led briefings to establish the regulatory and management framework, followed by port-terminal cases involving dust releases, contaminated runoff, bunker spills and waste-control failures. Participants work with sample permits, inspection reports, monitoring results and terminal layouts to make decisions under operational constraints. Small groups build registers, control plans and investigation records, then test their choices against regulator, operator and stakeholder expectations. Each participant completes an end-of-course application plan for a defined area of their own port or terminal operation.

Day 1: Environmental governance and port risk context
- Environmental risk profile of container, bulk, Ro-Ro and liquid cargo terminals
- ISO 14001:2015 environmental management system structure and lifecycle perspective
- MARPOL Annexes I to VI and their relevance to port and terminal operations
- Legal, permit, concession and port-authority obligation registers
- Environmental aspects and impacts identification for berth, yard and workshop activities
- Significance evaluation using likelihood, consequence and control-effectiveness criteria
- Environmental roles, accountability and tenant-interface governance
Workshop: Participants map a representative terminal's activities and produce a prioritised aspects-and-impacts register with significant environmental risks identified.
Day 2: Operational controls for marine and terminal impacts
- Stormwater drainage mapping, segregation and contaminated-runoff control
- Wastewater, bilge, sewage and cargo-residue reception facility controls
- Bulk cargo dust suppression, stockpile management and fugitive-emission prevention
- Bunkering controls, secondary containment and spill-prevention barriers
- Hazardous waste classification, storage, manifests and licensed disposal routes
- Ballast water, invasive species and biofouling management interfaces
- Dredging, sediment handling and marine habitat protection considerations
Workshop: Teams develop an operational control sheet for a bulk berth and tank-farm interface, specifying barriers, inspections, triggers and responsible roles.
Day 3: Monitoring, data and environmental performance

Workshop: Participants create a monitoring matrix and indicator set for a terminal with recurring runoff and dust complaints, including escalation thresholds.
Day 4: Assurance, incidents and contractor control

- Environmental incident notification, containment and regulator communication protocols
- Root-cause analysis using the five whys and barrier-failure review

Workshop: Using a simulated diesel spill reaching a storm drain, participants conduct an investigation and produce an incident report with root causes and corrective actions.
Day 5: Implementation, reporting and improvement planning
