Course overview
Healthcare service leaders must balance patient safety, clinical quality, workforce capacity, financial constraints and regulatory scrutiny while maintaining reliable day-to-day operations. Decisions on service redesign, staffing, waiting lists, escalation pathways and capital priorities often involve competing clinical and business interests. This course equips leaders to manage those trade-offs using a structured executive-management approach that protects care quality while improving operational performance.
Participants learn how to translate organisational strategy into measurable service priorities, interpret operational and quality data, govern risk and performance, and lead multidisciplinary teams through change. The programme covers healthcare operating models, balanced scorecards, patient-flow measures, workforce planning, financial controls, quality-improvement methods and executive communication. Participants practise converting data into decisions, building accountable action plans and presenting a defensible case for service improvement to senior stakeholders.
Delivery combines instructor-led teaching with healthcare scenarios involving delayed discharge, elective-care recovery, workforce pressures and quality concerns. Participants work with Excel and Power BI-style performance dashboards, risk registers, stakeholder maps and improvement charters. They leave with an executive service-performance plan for a real or realistic healthcare service, including objectives, measures, governance arrangements, risks, resource implications and a 90-day implementation roadmap.
The course is suited to current and aspiring service leaders who need to move beyond operational coordination into accountable management of clinical, financial and workforce performance. It gives both participants and sponsoring organisations a common set of practical management tools for leading safe, sustainable healthcare services.
Course objectives
By the end of this course, participants will be able to:

- Apply the IHI Model for Improvement and PDSA cycles to a service-quality or patient-flow problem
- Develop a risk register with clinical, operational, financial and reputational controls and escalation triggers
- Prepare a workforce and capacity plan using demand, staffing, skill-mix and utilisation assumptions
- Lead an executive performance-review meeting using structured challenge, decision and accountability methods
- Produce a 90-day service-improvement plan with governance milestones, benefits measures and resource requirements

Target competencies
Who should attend
- Healthcare Service Managers — who are accountable for daily performance across clinical, workforce and financial measures
- Clinical Leads and Matrons — who need to convert clinical priorities into measurable service improvements
- Operations Managers — who manage capacity, patient flow, waiting lists and cross-department delivery
- Hospital Department Heads — who must align departmental plans with organisational strategy and governance
- Primary Care and Community Service Managers — who coordinate multidisciplinary delivery across care settings
- Aspiring Healthcare Executives — who need practical executive-management tools before taking broader accountability
Requirements and prerequisites
Participants should have experience working in a healthcare provider, commissioner, community-care, hospital or clinical-support setting and understand basic service terms such as patient flow, quality indicators, staffing, budgets and incident escalation. They should be comfortable reading tables, charts and simple operational reports. Familiarity with Microsoft Excel is useful because performance-data exercises use spreadsheets, but advanced formulas, Power BI expertise, accounting qualifications and clinical registration are not required. This is a foundation-to-intermediate course: complete beginners to management can attend, but should expect to work with realistic performance, governance and resource-allocation scenarios.
Training methodology
The five days combine short instructor-led briefings with facilitated analysis of healthcare performance data and leadership decisions. Participants use a running service case to examine demand, capacity, quality incidents, workforce gaps and financial pressures, then apply tools including a balanced scorecard, risk register, stakeholder map, PDSA worksheet and benefits tracker. Small-group executive meetings simulate challenge and escalation conversations across clinical and operational functions. Each participant develops an end-of-course service-performance plan and receives structured peer and instructor feedback before finalising their 90-day actions.
