Course overview
Management by Objectives (MBO) succeeds only when organisational priorities are translated into measurable individual commitments, managers can coach against evidence, and review discussions lead to decisions rather than retrospective opinion. Many performance processes fail at these points: objectives describe activity instead of results, measures are ambiguous, cross-functional dependencies are ignored, and ratings are applied inconsistently. This course equips HR and people leaders to design and run an MBO performance-planning cycle that creates clear accountability while remaining fair, practical and aligned to business strategy.
Participants learn to cascade strategic goals into department, team and individual objectives; write result-based objectives using SMART and MBO criteria; define performance measures, milestones, thresholds and evidence sources; and distinguish controllable objectives from development goals and routine responsibilities. The course addresses objective weighting, target calibration, manager-employee planning conversations, mid-cycle reviews, documentation standards, performance rating governance and the treatment of changing priorities. Participants also learn where MBO fits alongside competency frameworks, succession planning and performance management platforms.
Delivery combines instructor-led models with objective-writing laboratories, calibration simulations, role-played planning meetings and analysis of realistic performance cases. Participants work from a supplied MBO planning template or, where appropriate, their own organisational goals. They leave with a completed MBO performance plan, a goal-cascade map, measures and evidence definitions, a review cadence, and an implementation checklist that can be adapted for their team or HR function.
The course is designed for experienced HR practitioners, line managers and performance-management owners who need to improve the quality and consistency of objective setting across a business unit or organisation. It is especially valuable where leaders are replacing vague annual appraisals, introducing a new goal-setting platform, or seeking a more defensible connection between strategy, performance evidence and reward decisions.

Requirements and prerequisites
Participants should have practical experience of managing employees, supporting managers, or administering a performance-management process. They should understand their organisation’s business goals, job roles and existing appraisal cycle, and be comfortable reading basic performance data such as service levels, sales figures, quality measures or project milestones. Familiarity with SMART objectives and spreadsheets is helpful, as participants will work with scorecards and planning templates. No prior certification in MBO, formal HR qualification, statistics training or specialist HRIS expertise is required. Participants do not need access to their organisation’s live performance system during the course.
Training methodology
The programme uses short instructor-led briefings to establish MBO principles, followed by structured application to realistic operating, sales, service and project scenarios. Participants diagnose weak objectives, rebuild them in peer review groups, and test measures against available evidence and employee control. Manager-employee planning conversations are practised through role play, while calibration workshops expose inconsistent standards and hidden rating assumptions. Each participant completes an end-of-course application plan that identifies the first team, process or business unit in which they will introduce improved MBO planning.

Day 1: MBO foundations and strategic alignment

Workshop: Participants diagnose a set of poorly written objectives and create a goal-cascade map from a corporate priority to individual role commitments.
Day 2: Writing measurable objectives and scorecards
- Result-based objective structure: outcome, measure, target and deadline
- Baseline setting and target-setting methods
- Leading indicators, lagging indicators and milestone measures
- Thresholds, tolerances and performance ranges
- Evidence sources and data-quality checks
- Objective weighting and priority allocation
- MBO scorecard design for different role types
Workshop: Participants build an individual MBO scorecard with weighted objectives, baselines, targets, milestones and evidence sources for a case employee.
Day 3: Performance planning conversations and employee commitment
- Preparing managers and employees for the planning meeting
- Questioning techniques for testing objective clarity and feasibility
- Negotiating stretch targets without creating unmanageable risk
- Documenting assumptions, dependencies and resource requirements
- Aligning individual objectives with team deliverables

Day 4: Review, calibration and performance evidence
