Course overview

International NGOs must recruit quickly for grant-funded programmes while meeting donor expectations, host-country labour law, safeguarding obligations and duty-of-care standards. HR teams often manage dispersed national and international staff, short-term contracts, consultant rosters, emergency deployments and local partners without a consistent workforce plan or reliable personnel data. This course addresses the practical decisions behind compliant, fair and operationally responsive people management across country offices and programme locations.

Participants learn to build HR systems that support programme delivery rather than delay it. The course covers workforce planning linked to proposals and budgets; job design and competency-based recruitment; local employment contracts; onboarding; performance management; pay and benefit benchmarking; employee relations; investigations; safeguarding case management boundaries; and workforce dashboards. Participants practise applying the Core Humanitarian Standard, IASC protection from sexual exploitation and abuse principles, and risk-based HR controls to realistic field-programme scenarios.

Teaching combines instructor-led technical sessions with NGO case files, role-played management conversations, Excel-based workforce analysis and peer review of HR decisions. Each participant develops an International Programme HR Action Pack: a staffing plan, recruitment scorecard, onboarding checklist, performance-review template, HR risk register and 90-day implementation roadmap tailored to their operating context. Requirements and prerequisites

Training methodology

The instructor uses a simulated NGO country programme running from proposal stage to close-out. Participants analyse staffing budgets, review anonymised personnel documents, build recruitment evidence files and work through cases involving delayed mobilisation, poor performance and sensitive conduct concerns. Short technical briefings establish the legal, safeguarding and HR-control principles; workshops then apply them through Excel exercises, structured interview role-plays and small-group decision panels. Each day adds a component to the participant’s International Programme HR Action Pack, culminating in peer challenge and a 90-day implementation plan.
