Course overview
Payroll errors expose HR managers to employee complaints, overpayments, underpayments, tax penalties, inaccurate financial reporting, and damaged trust. Many payroll control failures begin outside the payroll team: unapproved pay changes, incomplete joiner and leaver records, incorrect overtime inputs, weak segregation of duties, or delayed communication of policy changes. HR managers need to understand how these upstream activities affect the payroll run, what evidence auditors require, and how to challenge exceptions before they become repeat findings.
This five-day course equips participants to plan and perform risk-based payroll audits from an HR management perspective. Participants map the hire-to-retire payroll process, identify control objectives, assess payroll risks, test preventive and detective controls, and investigate common exceptions such as duplicate bank accounts, ghost employees, unauthorized master-data changes, incorrect statutory deductions, and termination payments. They work with payroll registers, employee master-data reports, exception logs, reconciliation schedules, approval trails, and sample-based testing methods. The course also covers remediation tracking, audit reporting, control ownership, and coordination with Finance, Payroll, Internal Audit, IT, and external providers.
Delivery combines instructor-led explanation with practical document reviews, spreadsheet analysis, audit simulations, and group discussions based on realistic HR-payroll scenarios. Participants use audit-program templates, risk-and-control matrices, sampling worksheets, and issue logs to evaluate a simulated payroll environment. Each participant leaves with a completed Payroll Audit and Controls Action Pack: a process map, risk-and-control matrix, test plan, exception log, and 90-day improvement plan that can be adapted to their organisation.
The course is designed for HR managers and senior HR practitioners who oversee employee data, pay inputs, policies, shared-service teams, or outsourced payroll providers. It is particularly valuable where HR must provide assurance over payroll without being the organisation's primary payroll processor or internal auditor.
Course objectives
By the end of this course, participants will be able to:
- Map the end-to-end hire-to-retire payroll process and identify hand-offs that create control risk
- Build a payroll risk-and-control matrix covering master data, time inputs, pay changes, deductions, payments, and leavers
- Assess segregation-of-duties conflicts using payroll role, access, approval, and payment responsibilities
- Design a risk-based payroll audit programme with objectives, evidence requirements, sampling methods, and test steps
- Test payroll controls using employee records, payroll registers, approval trails, reconciliations, and exception reports
- Analyse payroll data in Microsoft Excel to identify duplicate bank accounts, unusual pay variances, and inactive employee payments
- Document audit findings with root causes, risk ratings, corrective actions, owners, and target dates
- Produce a 90-day payroll controls improvement plan for HR, Payroll, Finance, IT, and outsourced-provider stakeholders
Benefits of attending
For you
- Gain the confidence to question payroll exceptions and request the evidence needed before approving HR transactions
- Build practical audit-program and control-testing skills applicable to HR operations and shared-services leadership roles
- Develop a defensible method for escalating payroll risks to Finance, Internal Audit, senior management, and providers
- Strengthen credibility when managing employee-pay complaints, overpayment investigations, and payroll-related policy disputes
- Leave with reusable templates for control reviews, findings logs, remediation follow-up, and payroll assurance reporting
For your organisation
- Reduce the likelihood of overpayments, underpayments, ghost employees, and unauthorized payroll changes
- Improve the completeness and timeliness of HR data supplied to payroll through clearer ownership and approval controls
- Create a documented payroll control framework that supports internal audit, external audit, and regulatory review
- Identify segregation-of-duties and access-control weaknesses before they enable fraud or unapproved payments
- Provide management with structured remediation plans, accountable owners, and evidence of control improvement
Target competencies
Who should attend
- Human Resources Managers — who own employee-data quality and must assure leaders that HR inputs to payroll are controlled
- HR Operations Managers — who manage joiner, mover, leaver, absence, and compensation workflows feeding payroll
- HR Shared Services Managers — who supervise high-volume employee transactions and need evidence-based quality controls
- Payroll Managers — who need to strengthen control testing and explain payroll risks to HR and Finance leaders
- HR Business Partners — who approve or initiate pay changes and need to recognise the payroll impact of people decisions
- Compensation and Benefits Managers — who administer salary, incentive, allowance, and benefit changes requiring auditable approval trails
Requirements and prerequisites
Participants should understand their organisation's basic payroll cycle, including employee master data, pay elements, time or absence inputs, approvals, deductions, and pay-day processing. Experience supervising HR operations, reviewing employee records, approving compensation changes, or working with a payroll provider is helpful. Participants should be comfortable reading spreadsheets and performing simple filters, sorts, and calculations in Microsoft Excel. No prior audit qualification, accounting degree, statistical training, or system-administration access is required. Complete beginners can attend, but should expect to spend time learning payroll terminology, control concepts, and the structure of payroll evidence.
Training methodology
The instructor uses short, focused sessions to explain payroll risks and control principles, followed by hands-on analysis of realistic HR and payroll records. Participants build process maps, evaluate approval evidence, test a sample of payroll changes, and use Excel filters and formulas to investigate exceptions. Small groups assess scenarios involving leavers, overtime, pay amendments, outsourced payroll, and suspicious bank-account matches. Daily debriefs connect findings to management action. On the final day, participants assemble their own Payroll Audit and Controls Action Pack and receive peer and instructor feedback.
