Course overview
Government and humanitarian programmes require reporting that shows more than expenditure totals. Programme managers, donors, ministries and implementing partners need timely evidence on outputs, beneficiary reach, geographic coverage, delivery delays, budget burn rate and results against targets. Yet reporting teams often rely on static Excel packs, manually assembled charts and disconnected datasets that make it difficult to trace figures, explain variances or respond quickly to reporting requests. This course focuses on building Power BI dashboards that make government and development performance reporting more reliable, transparent and usable.
Participants learn to convert programme, financial and monitoring data into governed Power BI data models and decision-ready dashboards. The course covers Power Query data preparation, star-schema modelling, DAX measures, date tables, target-versus-actual analysis, disaggregation by sex, age, location and implementing partner, and interactive visual design. Participants also learn how to create drill-through pages, map service coverage, apply row-level security concepts and document indicator definitions so reported results can be defended during management, donor or audit review.
Training is delivered through instructor demonstrations, guided Power BI builds and a realistic public-sector development reporting case. Participants work with sample project expenditure, activity, beneficiary and results-framework data, then build a multi-page performance dashboard. They leave with a reusable Power BI dashboard prototype, a defined indicator model, core DAX measures and an action plan for adapting the design to their own reporting cycle.

Requirements and prerequisites
Participants should be comfortable using Excel tables, filters, basic formulas and structured datasets such as activity registers, budgets, indicator trackers or beneficiary lists. Familiarity with government, donor or humanitarian reporting concepts—including targets, actuals, disaggregation, reporting periods and results frameworks—is helpful. No prior Power BI, DAX, database, coding or statistical programming experience is required; the course starts with Power BI Desktop navigation and data loading. Complete beginners should expect a practical but focused learning pace and should be ready to work with tabular data, follow modelling conventions and interpret basic percentage and variance calculations.
Training methodology
The instructor leads short, task-focused demonstrations followed by guided builds in Power BI Desktop. Participants use a development programme case containing budget, activity, output, beneficiary and geographic datasets, progressively converting it into a reporting model and dashboard. Exercises include diagnosing poor-quality source data, agreeing indicator logic, writing DAX measures and critiquing dashboard pages for management use. Small-group review sessions simulate a programme performance meeting. On the final day, each participant completes a dashboard prototype and identifies the source data, owners, refresh steps and controls needed for workplace deployment.

Day 2: Data preparation and programme performance modelling

Day 3: DAX measures for targets, delivery and expenditure
