Course overview

Humanitarian health teams must make defensible decisions when surveillance data are incomplete, population movement is rapid, and basic services are disrupted. Delays in detecting epidemic signals, weak coordination with WASH and protection actors, or poorly targeted mobile services can turn a manageable public health threat into excess mortality. This course prepares practitioners to organise a structured public health response across sudden-onset disasters, displacement settings, disease outbreaks and protracted crises while working within humanitarian coordination arrangements and national health systems.

Participants learn to conduct rapid public health assessments, interpret crude and under-five mortality rates, prioritise risks using an outbreak and vulnerability matrix, and design response actions against agreed standards. The course covers emergency surveillance, outbreak investigation, risk communication and community engagement, essential health service continuity, referral pathways, immunisation, nutrition screening, WASH-health coordination and health cluster reporting. Participants practise turning field findings into an operational response plan with measurable indicators, responsible owners, supply assumptions and escalation triggers.

Delivery combines instructor-led technical briefings with realistic field scenarios, small-group planning labs and facilitated decision reviews. Participants work through a simulated displacement emergency using mortality, morbidity, facility and community-feedback data, then develop a response package suitable for presentation to a Health Cluster or incident-management meeting. They leave with a completed public health emergency response plan, rapid assessment template, surveillance dashboard specification and 30-day action plan that can be adapted for their own programme or deployment context.

Requirements and prerequisites

Training methodology

An experienced humanitarian public health instructor leads short technical sessions followed by applied planning work. Participants analyse a simulated displacement crisis using facility reports, line lists, population estimates, mortality data and community-feedback records. Teams conduct a rapid assessment, set surveillance thresholds, investigate an alert, select response measures and defend priorities in a mock Health Cluster meeting. Instructor feedback focuses on technical accuracy, operational feasibility and alignment with Sphere and national coordination requirements. The final session converts learning into an individual application plan for a current or likely emergency assignment.
