Course overview
Public-sector teams are expected to explain whether programmes, services and spending are achieving intended results—not simply report activity volumes. Yet performance reports often combine inconsistent source data, poorly defined indicators, manual spreadsheets and charts that obscure material trends. This course helps participants turn operational, financial and service-delivery data into credible performance evidence for executives, elected officials, oversight bodies and the public.
Participants learn how to define outcome-focused measures, build indicator dictionaries, assess data quality, join and analyse datasets, calculate trends and variances, and present results with clear visualisations. The course uses Microsoft Excel, SQL, OpenRefine and Power BI to work through practical public-sector reporting tasks, including service-demand analysis, budget-versus-actual comparisons, target tracking, equity breakdowns and exception reporting. Participants also learn to distinguish correlation from causation, document assumptions and communicate limitations responsibly.
Delivery combines instructor-led explanation with guided analysis labs based on realistic public-sector datasets. Each participant develops a performance reporting pack for a selected programme, service or departmental function: a measurement framework, data-quality assessment, repeatable analysis workflow, dashboard prototype and briefing narrative. The final day includes a peer review session in which participants test whether their report supports a defensible management decision. Participants receive a certificate on completion.
The course is suited to professionals who create, validate, interpret or approve performance information and need a practical bridge between raw administrative data and decision-ready reporting. It is appropriate for staff moving from spreadsheet-based reporting into more structured analytics and dashboard development.
Course objectives
By the end of this course, participants will be able to:
- Define outcome, output, efficiency and quality indicators using a public-sector measurement framework
- Create an indicator dictionary specifying formulas, owners, data sources, refresh cycles and caveats
- Profile administrative datasets to identify missing values, duplicates, invalid codes and inconsistent classifications
- Clean and standardise reporting data using OpenRefine and repeatable spreadsheet transformations
- Write SQL queries to filter, aggregate and join service, financial and demographic datasets
- Calculate targets, variances, rates, trends and disaggregated equity measures for performance reporting
- Build a Power BI dashboard with drill-through views, exception flags and documented measures
- Produce a decision briefing that explains findings, data limitations, recommended actions and follow-up measures
Benefits of attending
For you
- Build confidence in challenging unclear targets, unsupported claims and weak indicator definitions
- Develop a portfolio-ready performance dashboard and reporting pack based on a public-service scenario
- Gain practical SQL and Power BI experience relevant to analyst, planning and performance-management roles
- Learn to explain data limitations and equity findings credibly to non-technical decision-makers
- Strengthen readiness for roles involving programme monitoring, service improvement and evidence-based budgeting
For your organisation
- Improve consistency of indicators, formulas and reporting definitions across teams and service areas
- Reduce manual reporting effort through cleaner datasets, repeatable queries and reusable dashboard measures
- Give managers clearer evidence of demand, delivery, budget variance and underperforming services
- Lower governance risk by documenting data lineage, quality issues, assumptions and reporting caveats
- Support earlier corrective action through exception reporting and targeted performance-review conversations
Target competencies
Who should attend
- Performance and Planning Officers — who prepare scorecards, annual reports and management performance packs
- Policy Analysts — who need to test whether programme data supports policy recommendations
- Business Intelligence Analysts — who build reports from operational and administrative data
- Programme and Service Managers — who must monitor delivery against targets, budgets and outcomes
- Finance Business Partners — who need to connect expenditure, demand and service-performance evidence
- Monitoring and Evaluation Officers — who require stronger methods for indicator design and results reporting
Requirements and prerequisites
Participants should be comfortable using a computer, working with tables in Microsoft Excel and interpreting basic percentages, averages and charts. Familiarity with their organisation’s service, programme or financial data is useful, but not essential. No prior SQL, Power BI, OpenRefine, statistics qualification or coding experience is required; these tools are introduced through guided exercises. This is genuinely suitable for complete analytics beginners, although they should expect to work with datasets throughout the week and practise formulas, filters, data cleaning and simple query logic. Participants should bring a laptop capable of running the supplied software or accessing the live-online environment.
Training methodology
The five-day programme alternates short instructor-led demonstrations with individual data labs, team interpretation exercises and reporting critiques. Participants work with realistic service-demand, case-management, finance and demographic extracts rather than generic business examples. They clean records in OpenRefine, analyse data with Excel and SQL, and build a Power BI dashboard in stages. Facilitated case discussions focus on defensible public reporting, confidentiality, target interpretation and equity. On the final day, each participant completes an application plan identifying a live reporting process, required data owners, controls and first implementation steps.
Course outline
Day 1: Public-sector performance measurement foundations
- Public value, service performance and accountability reporting
- Logic models linking inputs, activities, outputs and outcomes
- SMART indicators and operational measure definitions
- Leading, lagging, efficiency, quality and equity measures
- Indicator dictionaries with formulas, owners and refresh schedules
- Targets, baselines, benchmarks and tolerance thresholds
- Data ethics, confidentiality and responsible interpretation
Workshop: Participants diagnose a flawed service scorecard and produce a revised measurement framework with six defined indicators.
Day 2: Data quality and preparation for reporting
- Administrative data structures and common public-sector source systems
- Data profiling for completeness, validity, uniqueness and timeliness
- Missing-data patterns and treatment decisions
- Duplicate detection and entity-resolution principles
- Code, category and date standardisation in OpenRefine
- Excel tables, data validation and transformation checks
- Data lineage, metadata and quality-issue logs
Workshop: Participants clean a service-request dataset in OpenRefine and create a documented data-quality log for reporting approval.
Day 3: Analysing service, financial and population data
- SQL SELECT, WHERE, ORDER BY and calculated fields
- GROUP BY aggregations for caseloads, spend and service volumes
- INNER JOIN and LEFT JOIN across service and finance tables
- Rates, proportions and denominator selection
- Budget-versus-actual and period-on-period variance analysis
- Trend analysis using rolling averages and seasonal comparisons
- Disaggregation by geography, demographic group and service channel
Workshop: Participants write SQL queries to join programme expenditure and case data, then produce a variance and equity analysis table.
Day 4: Dashboard design and performance storytelling
- Power BI data model relationships and measure planning
- Power Query transformations and refresh-ready data preparation
- DAX measures for totals, rates, variances and target attainment
- Visual selection for trends, comparisons, distributions and exceptions
- Drill-through pages and filters for management investigation
- Accessible chart design, labels and colour use
- Narrative reporting that separates findings, interpretation and limitations
Workshop: Participants build a Power BI performance dashboard with target status, trend visuals, demographic filters and an exception view.
Day 5: Assurance, briefing and implementation planning
- Performance-report assurance checks and reconciliation routines
- Interpreting outliers without overstating causation
- Confidence, uncertainty and sample-size cautions
- Writing executive findings and action-oriented recommendations
- Responding to challenge from auditors, leaders and oversight bodies
- Dashboard governance, access controls and publication readiness
- Implementation roadmaps for recurring performance reporting
