Course overview
Public-sector procurement teams must achieve value for money while meeting statutory duties of transparency, equal treatment, competition, auditability and probity. A poorly specified requirement, unclear evaluation model, undocumented clarification or weak conflict-of-interest control can lead to supplier challenge, delayed service delivery, audit findings and reputational damage. This course helps participants manage the full tendering process with an evidence trail that can withstand internal scrutiny, external audit and supplier questions.
Participants learn how to plan compliant procurements, select an appropriate route to market, develop procurement strategies, write outcome-focused specifications, set proportionate selection and award criteria, and administer tender communications fairly. The course covers tender documentation, evaluation scoring, moderation, conflict declarations, abnormally low bids, contract award notices, debriefing and records retention. Participants practise using evaluation matrices, procurement timetables, risk registers, clarification logs and award recommendation reports.
Delivery combines instructor-led briefings with a running public-sector procurement case. Working in teams, participants prepare key documents for a simulated tender: a procurement plan, specification, evaluation framework, supplier communication log and defensible award recommendation. They receive structured feedback against compliance, fairness and audit-readiness criteria, then leave with a practical tendering toolkit and a workplace action plan for applying the methods to an upcoming procurement.

Requirements and prerequisites
This is a foundation-to-intermediate course. Participants should understand their organisation’s basic purchasing process and be comfortable reading supplier proposals, comparing costs and using Microsoft Excel for simple tables. Familiarity with terms such as specification, quotation, contract and purchase order is helpful, but prior experience of running a formal tender is not required. Complete beginners should expect a structured introduction to public-sector procurement principles before moving into practical tender documentation and evaluation. No legal qualification, specialist e-procurement system access or prior knowledge of a particular jurisdiction’s legislation is required; organisational rules can be mapped during the course.
Training methodology
An experienced instructor leads short, focused sessions on public-sector rules, governance and tendering methods, followed by practical application to a running services-procurement case. Participants analyse a procurement need, draft sections of a tender pack, build weighted evaluation matrices in Microsoft Excel, assess sample bids and conduct a simulated moderation meeting. Facilitated group critiques expose common compliance failures, such as criteria not disclosed to bidders or unsupported scores. The final session converts the case work into an individual application plan for a live or forthcoming procurement.

Day 3: Fair tender administration and bid evaluation
