Public-sector organisations must assess talent and review performance in ways that are consistent, evidence-based and defensible. Managers and HR teams often face uneven appraisal quality, vague objectives, inflated ratings, poorly documented capability concerns and selection decisions that cannot withstand challenge. This course addresses those operational risks while helping participants build assessment and review processes that support service delivery, workforce planning, equity and employee development.

Participants learn how to translate organisational priorities into role-specific performance expectations; design competency-based assessment criteria; set measurable objectives; conduct structured performance conversations; calibrate ratings; and document decisions appropriately. Requirements and prerequisites

Participants should have practical experience of at least one people-management process, such as conducting appraisals, supporting recruitment panels, preparing workforce reports or advising managers on employee performance. Participants should be comfortable working with tables and simple formulas in Microsoft Excel, although advanced spreadsheet skills are not required. No prior experience of assessment centres, psychometric testing, Power BI or formal talent-review facilitation is required. The course does not require legal qualification; local employment rules and collective agreements are considered as organisational constraints.

Training methodology

The programme uses instructor-led demonstrations, facilitated discussion and practical workshops built around public-sector scenarios. Participants assess anonymised candidate evidence, write objectives for service-delivery roles, conduct simulated appraisal conversations and moderate ratings in a calibration panel.
