Government reform initiatives often fail after policy approval: delivery responsibilities remain unclear, implementation plans are not costed, frontline constraints are discovered too late, and performance reports measure activity rather than policy outcomes. Senior public-sector professionals need to translate ministerial commitments, legislation and strategy documents into governed delivery arrangements that can withstand political change, fiscal pressure, stakeholder resistance and scrutiny from auditors, legislatures and development partners.

This advanced course examines the full implementation chain, from problem diagnosis and theory of change through delivery design, institutional readiness, budgeting, risk control, stakeholder mobilisation and results measurement. Participants learn to build implementation matrices, RACI responsibility models, policy delivery roadmaps, reform risk registers, indicator frameworks and escalation protocols. The programme also addresses adaptive implementation, regulatory and service-delivery reform, intergovernmental coordination, public communication, and the use of evidence to decide when a policy should be adjusted, scaled, paused or redesigned.

Training methodology

The five-day programme combines instructor-led policy implementation briefings with structured workshops using a government reform case. Participants analyse policy mandates, map delivery systems, test assumptions, assign accountabilities and build monitoring tools in small groups. Case discussions draw on regulatory, service-delivery and decentralisation reforms to examine political and administrative constraints. Facilitators provide templates, technical feedback and peer challenge throughout. The final day is an application laboratory in which participants assemble and refine a delivery pack and 90-day implementation plan for their own policy area or a supplied case.
