Course overview
Safety leaders are often asked to explain whether performance is genuinely improving, why incident rates have changed, and which controls deserve investment. Lagging indicators such as TRIR, LTIFR and lost days remain important, but they rarely show whether critical risk controls are working before harm occurs. Poorly defined KPIs, inconsistent denominator data, dashboard clutter and untested data sources can lead executives to make decisions on an incomplete or misleading picture of operational risk.
This advanced programme develops the capability to design, govern and communicate a safety performance measurement system aligned to ISO 45001 and organisational risk priorities. Participants work with leading, lagging, positive and negative indicators; establish KPI definitions, data dictionaries and calculation rules; test data quality; analyse trends, rates and control effectiveness; and build executive-ready reports. The course addresses incident metrics, assurance findings, hazard reporting, corrective-action closure, training competence, exposure data and critical-control verification.
Teaching combines expert instruction with realistic datasets, calculation labs, dashboard critique and reporting workshops. Participants use Microsoft Excel and Power BI to turn raw HSE data into defensible metrics, visualisations and management narratives. Each participant leaves with a tailored Safety Performance Measurement and KPI Reporting Pack containing a KPI hierarchy, indicator specification sheets, data-quality controls, a dashboard wireframe and a 90-day implementation plan for their workplace.
The course is designed for experienced HSE practitioners, operational leaders and analysts responsible for reporting safety performance to managers, boards, clients or regulators. It is equally valuable where organisations need to move from counting incidents to measuring the reliability of the controls that prevent high-consequence events.
Course objectives
By the end of this course, participants will be able to:
- Design a tiered safety KPI framework linking strategic objectives, critical risks, controls and operational measures
- Define leading and lagging indicators using unambiguous calculation formulas, denominators, thresholds and ownership rules
- Build a safety KPI data dictionary covering source systems, validation checks, reporting frequency and escalation criteria
- Calculate TRIR, LTIFR, severity rates, exposure-adjusted rates and rolling trends from incident datasets
- Evaluate critical-control performance using verification completion, failure, assurance and corrective-action metrics
- Apply data-quality tests to identify missing records, duplicate cases, denominator errors and inconsistent classifications
- Create executive safety dashboards in Microsoft Power BI using appropriate visualisations, targets and drill-down logic
- Produce a board-ready safety performance narrative that distinguishes signal, uncertainty, root causes and recommended actions

Requirements and prerequisites
Participants should have practical experience in occupational health and safety management, incident investigation, audit, assurance or operational reporting. They should already understand basic safety terms such as hazards, risk controls, near misses, lost-time injuries, corrective actions and incident rates. Confidence working with spreadsheet data is expected, including filtering, sorting and using simple formulas in Microsoft Excel. Familiarity with ISO 45001 or a comparable OHS management system is helpful but not mandatory. Prior Power BI experience, statistical training, coding, data modelling or dashboard-design expertise is not required; these are introduced through guided exercises.
Training methodology
The programme uses instructor-led technical briefings, worked calculations and facilitated critique of real-world-style HSE reports. Participants analyse incident, audit, hazard and corrective-action datasets in Microsoft Excel; then translate selected measures into Power BI dashboard views. Small groups test indicator definitions against decision scenarios, investigate data anomalies and rehearse management-review conversations. Daily workshops build sections of an individual KPI Reporting Pack. On day five, participants present their measurement architecture and receive structured feedback before completing a workplace application plan.

Day 1: Safety measurement architecture and KPI strategy
- Limits of injury-rate reporting and the leading-lagging indicator model
- ISO 45001 performance evaluation and management review requirements
- Risk-based measurement linked to significant hazards and critical controls
- Strategic, tactical and operational KPI hierarchy design
- Positive, negative, activity and effectiveness indicator categories
- KPI selection criteria: relevance, controllability, timeliness and cost
- Indicator gaming, perverse incentives and behavioural safeguards
Workshop: Participants map a selected operational risk to a three-tier KPI hierarchy and identify measures that could create unintended incentives.
Day 2: Metric definition, calculation and data governance

- Rolling averages, rate normalisation and period-comparison rules

Workshop: Participants calculate core safety rates from a mixed workforce dataset and produce a KPI specification sheet with validation rules.
Day 3: Leading indicators and critical-control performance

Day 4: Analysis, visualisation and dashboard reporting
