Course overview
Construction projects depend on crews arriving with the right trade skills, certifications, working arrangements and supervision at the point of need. HR teams and project leaders must manage direct employees, agency workers, subcontractor personnel and mobile workforces while responding to changing schedules, labour shortages, turnover, disputes and compliance obligations. Weak workforce records, inconsistent induction processes or poorly documented performance action can delay mobilisation, increase safety exposure and create costly employee-relations problems across sites.
This course equips participants to build practical HR processes for construction environments. Participants learn to forecast labour demand from project programmes, create trade-specific recruitment plans, verify right-to-work and competence records, structure site onboarding, manage attendance and fatigue issues, and apply consistent performance and disciplinary procedures. The programme also covers workforce classification, subcontractor labour interfaces, retention planning, grievance handling, workforce analytics and reporting for project and senior-management decisions.
Instructor-led workshops use construction scenarios including a delayed mobilisation, a skills shortage across multiple projects, an agency-worker dispute and a high-turnover trade package. Participants work with workforce-planning spreadsheets, personnel-file checklists, competency matrices, dashboard measures and case documentation. Each participant leaves with a Construction Workforce HR Action Plan containing a site-ready workforce plan, recruitment and onboarding controls, a certification-tracking approach, core metrics and a 90-day implementation schedule. A certificate is awarded on successful completion.
The course is designed for HR professionals and operational managers who already work with construction employees or project-based labour and need stronger, more defensible people-management systems.

Requirements and prerequisites
Participants should have practical experience in HR, recruitment, site administration, workforce coordination or project management within construction, engineering, infrastructure or a comparable project-based environment. They should understand basic employment lifecycle terms such as recruitment, onboarding, probation, absence, performance review and disciplinary action, and be comfortable working with spreadsheets. Familiarity with a company HRIS, project programme or certification records is useful but not essential. The course does not require prior expertise in employment law, data analytics, Procore or Power BI, and no coding, payroll configuration or legal qualification is required.
Training methodology
The five-day programme combines instructor-led teaching with construction-specific decision exercises. Participants interpret a project programme, build a labour-demand forecast in Microsoft Excel, review sample personnel records, and diagnose gaps in a competency matrix. Small groups work through mobilisation, absence, agency-worker and grievance cases, then compare documentation and escalation decisions. Demonstrations show how workforce information can be structured in Procore and reported through Power BI. The final day includes individual application planning, with instructor feedback on each participant’s 90-day Construction Workforce HR Action Plan.
