Procurement managers influence contractor safety long before work begins, yet commercial evaluation processes often give safety evidence too little scrutiny or treat it as a pass/fail document check. This creates exposure when high-risk contractors are appointed without verified competence, realistic resourcing, clear interfaces or enforceable safety obligations. Procurement professionals need to challenge weak submissions, align tender requirements with operational risk, and retain an auditable rationale for award decisions without stepping into the role of the safety adviser or site supervisor.

This course equips participants to build safety into contractor sourcing, prequalification, tendering, award, mobilisation and performance management. Participants learn to translate hazard profiles into proportionate supplier requirements; use weighted safety evaluation matrices; assess RAMS, competence records, incident data and corrective-action evidence; draft contractual safety clauses; and establish leading and lagging KPI scorecards. The programme also addresses contractor segmentation, supply-chain due diligence, escalation routes, variation control and the treatment of poor safety performance during contract review.

Teaching uses procurement-focused cases, bid-document analysis, facilitated challenge panels and practical drafting workshops. Participants work with a realistic high-risk services procurement and produce a Contractor Safety Procurement Control Pack: a risk-based prequalification questionnaire, tender evaluation matrix, safety schedule of contract requirements, mobilisation gate checklist and supplier performance dashboard. This provides a usable starting point for strengthening live or upcoming sourcing activity.

Training methodology

The programme combines instructor-led briefings with applied procurement workshops built around a high-risk contractor appointment. Participants review flawed prequalification responses, score competing bids using a weighted matrix, test RAMS and competence evidence, and negotiate safety schedule wording in small groups. Facilitated case discussions examine award challenges, mobilisation failures and poor supplier performance. Each day adds a practical component to an individual Contractor Safety Procurement Control Pack. The final session uses peer review and an application plan to connect the pack to a current category, tender or contractor portfolio.

Day 1: Procurement accountability for contractor safety

Workshop: Participants map the procurement lifecycle for a high-risk maintenance contract and produce a safety accountability and control-point map.

Day 2: Prequalification and tender safety evaluation

No. The course is designed for procurement and contract professionals who must evaluate and govern contractor safety evidence. You should understand basic safety terms such as hazards, controls, incidents and RAMS, but the programme does not train participants to act as site safety advisers.

Bring a laptop with spreadsheet and word-processing software so you can adapt the evaluation matrix, contract schedule and dashboard templates. If permitted by your organisation, bringing a redacted tender pack or contractor performance issue will make the application planning more relevant.

It is particularly relevant to maintenance, construction, facilities management, logistics, engineering services, shutdown work and other outsourced activities involving site-based risk. The methods can also be scaled for lower-risk service contracts using proportionate assurance requirements.

This course focuses on the procurement controls that determine who is appointed, what safety obligations are contracted and how supplier performance is governed. It does not focus on conducting workplace inspections, writing task-level risk assessments or supervising work crews.

Participants can use the Control Pack to revise a prequalification questionnaire, add safety scoring to an upcoming tender or establish mobilisation gates for a live contract. The final 90-day plan identifies the stakeholders, approvals and documents needed to implement those changes.

Each participant leaves with a Contractor Safety Procurement Control Pack containing a prequalification questionnaire, weighted evaluation matrix, contract safety schedule, mobilisation checklist and KPI dashboard.
