Course overview
Workforce plans often fail because headcount budgets, operating plans, capability requirements and recruitment activity are managed as separate conversations. HR teams need a repeatable way to identify workforce demand, understand current supply, test gaps and risks, and present practical interventions to business leaders. ISO 30409 provides a structured workforce planning framework that connects organisational strategy to evidence-based decisions about numbers, skills, deployment, succession, sourcing and cost.
This five-day course teaches participants how to apply ISO 30409:2016 Human resource management — Workforce planning to a real business planning cycle. Participants learn to define the planning scope and governance, translate strategic drivers into demand assumptions, build workforce supply profiles, conduct gap analysis, model scenarios, select interventions and establish measures for monitoring plan delivery. The course uses practical tools including workforce segmentation, critical-role analysis, skills matrices, retirement-risk profiling, capacity calculations, workforce dashboards and action-plan templates.
Instructor-led sessions combine standard interpretation with facilitated workshops, Excel-based analysis and case work. Participants work through a workforce planning case from organisational strategy to approved actions, using a structured implementation workbook. Each attendee leaves with an ISO 30409-aligned workforce planning implementation pack: a planning charter, stakeholder map, demand-and-supply analysis template, gap register, scenario model, intervention roadmap and measurement dashboard specification. This gives both the participant and their employer a practical starting point for a workforce planning cycle rather than a set of general HR concepts.
The course is suited to HR professionals, people analytics practitioners and business leaders responsible for making workforce decisions defensible, measurable and aligned to operational priorities.
Course objectives
By the end of this course, participants will be able to:
- Interpret ISO 30409:2016 principles and translate them into a workforce planning governance model
- Define a workforce planning charter with scope, planning horizon, decision rights and stakeholder accountabilities
- Build workforce demand forecasts using strategic drivers, workload assumptions and capacity calculations
- Create workforce supply profiles using headcount, FTE, skills, tenure, mobility and attrition data
- Conduct workforce gap analysis across workforce numbers, capability, location, cost and critical roles
- Develop workforce scenarios and test recruitment, redeployment, reskilling, outsourcing and automation interventions
- Design an ISO 30409-aligned workforce action plan with owners, milestones, dependencies and risk controls
- Specify workforce planning measures and dashboard requirements for monitoring implementation outcomes
Benefits of attending
For you
- Apply a recognised ISO 30409 framework when leading workforce planning discussions with senior stakeholders
- Produce demand, supply and gap analyses that move beyond simple headcount reporting
- Build confidence in challenging workforce assumptions with capacity, skills and scenario evidence

Target competencies
Who should attend
- Workforce Planning Managers — who need to establish or strengthen a structured planning cycle across business units
- HR Business Partners — who must convert business plans into credible people, capability and resourcing actions
- People Analytics Managers — who prepare workforce data, forecasts and decision dashboards for HR and leaders
- Talent Management Managers — who need to connect succession, development and internal mobility to future workforce gaps
- HR Directors and Heads of People — who govern workforce investment decisions and require consistent planning standards
- Operations and Finance Managers — who contribute demand assumptions, capacity plans and workforce cost decisions
Requirements and prerequisites
Participants should have a working understanding of core HR concepts such as headcount, full-time equivalent (FTE), turnover, recruitment, skills and organisational structure. Experience supporting an HR planning cycle, business planning process, people analytics activity or operational resourcing decision is useful, but not essential. Participants should be comfortable reviewing tables and basic charts in Microsoft Excel; no advanced formulas, statistical modelling or Power BI experience is required. This is a foundation-to-intermediate course, so a complete beginner can attend, but should expect to work with workforce data and business-case assumptions throughout the week.
Training methodology
The course is delivered through instructor-led interpretation of ISO 30409, short demonstrations and progressively more detailed workshops. Participants use a realistic organisational case to define planning scope, analyse workforce data in Microsoft Excel, identify capability and capacity gaps, and compare intervention scenarios. Small-group reviews simulate the challenge process used by HR, finance and operations leaders when validating assumptions. Daily outputs are added to an individual implementation workbook. On day five, participants complete a workplace application plan that identifies their first planning cycle, required data, sponsors, decision points and 90-day actions.
