Course overview
Public-sector change programmes must deliver policy intent while protecting statutory duties, service continuity, public trust and workforce morale. Whether the change involves a new case-management system, shared services model, regulatory process, digital channel or organisational restructure, leaders need more than a communications plan. They must identify affected groups, assess readiness, manage consultation requirements, address union and employee concerns, sequence implementation safely, and demonstrate that benefits and controls remain in place. This course equips professionals to move change from approval into disciplined implementation across government departments, local authorities, agencies and publicly funded bodies.
Participants learn a practical implementation approach that connects change strategy to operational delivery. The course covers public-sector stakeholder mapping, impact and readiness assessment, Prosci ADKAR application, change governance, consultation planning, communications design, manager enablement, resistance management, training and support planning, benefits tracking and post-implementation review. Participants practise tailoring interventions for frontline teams, senior accountable owners, elected members, unions, service users, partner organisations and regulators. They also learn to align change activity with programme controls, risk registers, equality considerations and service-performance measures.
Teaching combines instructor-led models with realistic public-sector scenarios, including a digital service rollout and a multi-site operating-model change. Teams use templates, peer challenge and facilitated decision exercises to build an implementation pack for a live or representative change initiative. Each participant leaves with a stakeholder map, change impact assessment, readiness dashboard, communications and engagement plan, resistance response actions, implementation roadmap and measures for adoption and benefits realisation.
The course is suited to professionals who are responsible for making approved change work in practice, rather than only defining strategy or managing a technical project plan. It supports both first-time change leads and experienced managers who need a repeatable, auditable method for public-service implementation.

Requirements and prerequisites
This is a foundation-to-intermediate course. Participants should understand how their organisation delivers services and should be able to describe one current, planned or recent change initiative, such as a system rollout, process redesign or restructuring. Familiarity with basic project concepts, including milestones, risks, stakeholders and governance, is useful but not essential. Participants will work with simple Microsoft Excel templates and should be comfortable editing documents and spreadsheets. No prior change-management qualification, Prosci certification, PRINCE2 credential, specialist data-analysis skill or formal people-management experience is required. Complete beginners should expect structured guidance through each tool before applying it.
Training methodology
The five days combine instructor-led explanation with public-sector implementation workshops. Participants analyse case material from a service digitisation programme and an operating-model change, then apply each method to their own initiative or a supplied scenario. Exercises use stakeholder maps, impact-assessment templates, ADKAR diagnostics, readiness criteria, communications matrices and action logs. Facilitated group work tests decisions against consultation needs, service-continuity risks and governance constraints. On the final day, participants assemble and peer-review an implementation pack and create a 90-day application plan for their workplace.
