Course overview
Public-sector pay and benefits administration must balance accurate employee payments with statutory obligations, collective agreements, budget controls, pension rules and transparent public accountability. Errors in grading, allowances, overtime, deductions or pensionable pay can create employee relations issues, retrospective liabilities and audit findings. HR, payroll and finance professionals need a disciplined way to interpret pay policy, maintain clean records, process changes and explain decisions to employees, managers and auditors.
This course develops practical capability across the public-sector pay and benefits lifecycle. Participants learn to interpret pay scales and job grades; administer starting salaries, increments, allowances and acting-up arrangements; calculate overtime and statutory deductions; distinguish pensionable and non-pensionable earnings; reconcile payroll outputs; and maintain an auditable benefits record. The programme also covers pay equity controls, data quality checks, approval workflows, exception reporting, employee communications and the links between payroll, HRIS and finance.
Teaching combines instructor-led explanation with worked calculations, payroll-control exercises, public-sector case studies and spreadsheet-based reconciliation tasks. Requirements and prerequisites
This is a foundation-to-intermediate course. Participants should be comfortable reading a payslip, using basic spreadsheet functions such as SUM, IF and filters, and working with employee data confidentially. Familiarity with their organisation’s pay scales, payroll calendar, leave rules or pension scheme is helpful but not essential. Participants should bring examples of their local forms or policies where permitted, although these are not required. No payroll qualification, accounting qualification, HRIS configuration experience or advanced Microsoft Excel capability is required. Complete beginners should expect to learn the core terminology and calculation logic before progressing to controls and exception handling.
Training methodology
The programme uses short instructor-led briefings followed by worked public-sector pay scenarios and supervised calculation practice. Participants use sample employee records, pay scales, allowance schedules, payroll registers and reconciliation sheets to trace a change from HR instruction to payroll and finance output. Small groups review cases involving acting-up pay, overpayments, retrospective adjustments and pensionable earnings, then defend their proposed control response. Each day closes with an applied task, and the final session converts learning into a tailored administration control pack and implementation plan.

Day 2: Pay calculations, allowances and retrospective adjustments

Day 3: Benefits, pensions and statutory deduction administration
