Course overview
Public-sector initiatives succeed or fail on the quality of communication with people who hold different mandates, levels of influence and expectations of transparency. Policy teams, programme managers and service leaders must explain decisions to elected members, regulators, delivery partners, community groups, staff and residents while working within consultation duties, political sensitivities and public-record requirements. This course addresses the practical challenge of gaining informed support without overpromising, obscuring risk or treating stakeholder engagement as a late-stage communications task.
Participants learn to identify stakeholder interests, influence and potential objections; choose the right engagement approach; and structure messages for technical, political and public audiences. The course covers stakeholder mapping, audience segmentation, briefing-note design, consultation communications, difficult conversations, meeting facilitation and escalation messaging. Participants practise translating policy and programme information into clear, defensible communications that distinguish facts, assumptions, options, recommendations and decisions.
Delivery combines instructor-led input with public-sector cases, message clinics, role-played stakeholder meetings and peer review. Throughout the week, participants apply the methods to a live or realistic initiative, such as a service redesign, infrastructure programme, policy consultation or digital transformation. They leave with a stakeholder communication plan containing a power-interest map, engagement approach, key-message framework, communication calendar, consultation response approach and risk controls for sensitive issues.
The course is designed for professionals who already contribute to programmes, policy, service delivery or external engagement and now need a more disciplined way to communicate across complex public-sector stakeholder environments. It is equally valuable to managers seeking more consistent consultation, clearer decision communication and fewer avoidable escalations.

Requirements and prerequisites
Participants should have experience contributing to public-sector projects, policies, service delivery, consultations or partnership activity. They should be familiar with the basic purpose of stakeholder engagement and able to describe a current or recent initiative involving multiple audiences. The course assumes comfort reading briefing papers, project updates or policy documents and participating in professional discussions. No formal communications qualification, specialist software expertise, media-training experience or prior knowledge of the IAP2 Spectrum is required. A laptop is useful for drafting the course communication plan, but participants can also work from supplied templates.
Training methodology
The course is delivered through instructor-led workshops, short demonstrations and sustained application to a public-sector case or participants' own work. Participants analyse stakeholder maps, rewrite weak briefing material, plan consultation touchpoints and practise meetings with residents, delivery partners and senior decision-makers. Small-group exercises use the IAP2 Spectrum, message matrices, communication calendars and issue logs. Facilitated feedback focuses on clarity, proportionality, evidence and accountability. On day five, each participant refines an end-to-end stakeholder communication plan and receives peer and instructor challenge before completing an on-the-job application plan.

Day 1: Public-sector stakeholder landscapes
- Public accountability, transparency and political sensitivity in stakeholder communication
- Stakeholder categories across elected members, regulators, partners, staff, residents and suppliers
- Power-interest mapping using influence, impact and support criteria
- Stakeholder salience analysis using power, legitimacy and urgency
- Decision rights and governance routes for public-sector initiatives
- Identifying communication risks, misinformation triggers and escalation points
- Building and maintaining a stakeholder register
Workshop: Participants create a power-interest map and stakeholder register for a service-change case, identifying priority engagement actions.
Day 2: Audience insight and engagement strategy
- Audience segmentation by needs, concerns, literacy, accessibility and decision role
- Applying the IAP2 Spectrum to engagement design
- Engagement objectives, scope statements and realistic participation promises
- Channel selection across briefings, workshops, digital updates, consultations and one-to-one meetings
- Equality and accessibility considerations in public communication
- Communication calendars aligned to governance milestones and decision dates
- Stakeholder communication risk assessment and mitigation actions
Workshop: Participants build an engagement strategy and communication calendar for a proposed policy consultation, including channel and accessibility choices.
Day 3: Clear messages and defensible written communication
- Message architecture: context, issue, evidence, options, recommendation and next step
- Translating technical, financial and policy language into plain English
- Writing senior-leader briefing notes for decisions and scrutiny
- Creating key-message matrices for different stakeholder groups
- Distinguishing facts, assumptions, commitments and unresolved issues
- Designing consultation FAQs and response commitments
- Quality assurance for accuracy, consistency, accessibility and approval
Workshop: Participants rewrite a technical project update into a decision briefing, stakeholder key-message matrix and public-facing FAQ.
Day 4: Meetings, consultation and difficult conversations

Day 5: Integrated communication planning and application

- Briefing senior sponsors and elected representatives before public announcements
- Measuring engagement quality through reach, response, sentiment and action metrics
- Using Microsoft Teams, Miro and Power BI to coordinate communication evidence
- Ninety-day implementation planning and stakeholder communication review cycles
Workshop: Participants present a completed stakeholder communication plan for a live or simulated initiative and receive structured challenge on risks, messages and implementation steps.
