Course overview
Transformation directors are expected to accelerate strategic change without losing control of investment, risk, regulatory obligations, benefits, or executive confidence. Traditional stage-gate governance can delay learning and obscure delivery realities, while poorly governed agile delivery can create fragmented priorities, unmanaged dependencies, and weak evidence of value. This course addresses the operating challenge: how to govern a portfolio of transformation initiatives with enough discipline for the board and enough adaptability for delivery teams.
Participants learn to design agile governance that connects strategy, funding, portfolio decisions, delivery assurance, risk management, and benefits realisation. They practise establishing decision rights, defining lean portfolio metrics, setting outcome-based funding guardrails, managing cross-programme dependencies, and building reporting that distinguishes progress activity from measurable value. The course also covers how a transformation office or PMO can move from compliance reporting to active portfolio enablement.
Teaching combines director-level case analysis with practical design workshops using a realistic enterprise transformation portfolio. Participants work with Jira, Confluence and Power BI-style reporting examples to create governance artefacts they can adapt in their own organisation. Each participant leaves with an Agile Transformation Governance Blueprint: a tailored pack containing governance forums, escalation routes, portfolio metrics, assurance checkpoints, decision thresholds and a 90-day implementation plan.
The programme is designed for leaders accountable for enterprise change, portfolio outcomes and PMO effectiveness. It is particularly valuable where multiple agile teams, vendors, business units and regulatory stakeholders must deliver coordinated transformation outcomes.
Course objectives
By the end of this course, participants will be able to:
- Design an agile governance operating model with defined forums, decision rights and escalation paths
- Create outcome-based portfolio scorecards using OKRs, value measures, risk indicators and delivery flow metrics
- Apply lean portfolio management methods to prioritise initiatives against strategic themes and investment constraints
- Establish adaptive funding guardrails that govern investment without imposing fixed-scope project controls
- Build a cross-programme dependency map and cadence for resolving delivery, architecture and supplier constraints
- Define proportionate assurance checkpoints for agile initiatives using evidence-based health reviews
- Produce executive transformation dashboards in Power BI that connect delivery data to benefits and decisions
- Develop a 90-day Agile Transformation Governance Blueprint for implementation in the participant's organisation
Benefits of attending
For you
- Gain a repeatable method for leading governance conversations with executives without reverting to heavyweight controls
- Build credibility as a transformation leader who can connect agile delivery evidence to investment and risk decisions
- Learn to challenge status reporting by using outcome, flow, dependency and benefits data
- Create a director-level governance blueprint that can support a PMO redesign or transformation mobilisation
- Strengthen readiness for senior portfolio, transformation office and enterprise change leadership roles
For your organisation
- Improves the quality and speed of portfolio decisions through explicit investment guardrails and decision rights
- Reduces unmanaged transformation risk by introducing evidence-based assurance and escalation mechanisms
- Aligns agile teams, programmes and executive sponsors around measurable strategic outcomes rather than isolated delivery milestones
- Makes cross-programme dependencies visible earlier, reducing avoidable delays across technology, business and supplier workstreams
- Provides a practical route for modernising PMO governance while retaining auditability, accountability and benefits control
Target competencies
Who should attend
- Transformation Directors — who must govern enterprise change portfolios while maintaining delivery speed and executive control
- Heads of Transformation — who need to align strategic initiatives, funding decisions and measurable business outcomes
- PMO Directors — who are repositioning the PMO from project reporting to portfolio enablement and assurance
- Portfolio Directors — who prioritise competing investments and manage dependencies across programmes and products
- Enterprise Change Directors — who coordinate business, technology, operating-model and people change at scale
- Senior Programme Directors — who need clear governance routes for complex agile programmes involving multiple teams and suppliers
Requirements and prerequisites
Participants should have practical experience leading, sponsoring or assuring transformation programmes, portfolios or PMO functions. The course assumes familiarity with core agile concepts such as iterative delivery, product backlogs, sprint or flow-based work, and cross-functional teams, plus working knowledge of programme governance, RAID logs, business cases and benefits management. Experience reading portfolio reports or using tools such as Jira is helpful, but advanced configuration skills are not required. No software development, coding, Scrum Master certification or formal SAFe certification is required. Participants should bring a current or recent transformation governance challenge to use in workshops.
Training methodology
The programme uses instructor-led briefings to introduce governance patterns, followed by facilitated portfolio simulations, peer challenge sessions and hands-on design work. Participants analyse a multi-year transformation case involving digital products, legacy technology, regulatory commitments and external suppliers. They build decision-rights matrices, investment guardrails, dependency maps, assurance criteria and executive dashboards using supplied templates. Daily reflection links each method to participants' own transformation environment. The final day is a structured application-planning workshop in which participants assemble and test their Agile Transformation Governance Blueprint.
Course outline
Day 1: Governance for adaptive transformation
- Limits of traditional stage-gate governance in agile transformation portfolios
- Governance principles: autonomy, accountability, transparency and proportionality
- Transformation governance operating-model components
- Decision rights using RAPID and delegated authority matrices
- Governance forums, cadence design and meeting purpose maps
- Three lines of defence and proportionate transformation assurance
- PMO evolution from control office to portfolio enablement function
Workshop: Participants diagnose a transformation governance failure case and produce a governance pain-point map with priority design principles.
Day 2: Strategy, investment and portfolio flow
- Strategic themes, OKRs and outcome hierarchy design
- Lean portfolio management and portfolio Kanban systems
- Weighted Shortest Job First prioritisation and cost-of-delay analysis
- Outcome-based business cases and hypothesis-driven investment
- Adaptive funding guardrails and tranche release criteria
- Capacity allocation across run, grow, transform and regulatory demand
- Portfolio flow metrics: throughput, work in progress, lead time and ageing
Workshop: Participants build a prioritised portfolio Kanban and investment recommendation for a constrained transformation budget.
Day 3: Assurance, risk and dependencies
- Evidence-based assurance reviews for agile initiatives
- Risk appetite statements and transformation risk thresholds
- Integrated RAID management across product and programme levels
- Cross-programme dependency mapping and dependency heatmaps
- Architecture, data and vendor dependency governance
- Escalation design for blocked decisions and delivery impediments
- Regulatory, audit and control evidence within iterative delivery
Workshop: Participants create an assurance model and dependency heatmap for a transformation programme with regulatory and supplier constraints.
Day 4: Executive insight and PMO reporting
- Executive dashboard design for decisions rather than status updates
- Jira data structures for portfolio-level visibility
- Confluence decision logs, governance records and assurance evidence
- Power BI transformation dashboard measures and drill-through views
- Benefits realisation tracking and value hypothesis validation
- Balanced portfolio health indicators across value, flow, risk and capability
- Narrative reporting for board, investment committee and executive steering groups
Workshop: Participants design an executive portfolio dashboard specification and draft a decision-focused steering committee pack.
Day 5: Implementing the governance model
- Assessing governance maturity and identifying minimum viable changes
- Stakeholder mapping for sponsors, delivery leaders, finance, risk and audit
- Transitioning from project controls to agile portfolio governance
- Governance pilot selection and phased rollout planning
- Change communications for new forums, metrics and decision rights
- Measuring governance effectiveness and continuous improvement
