Course overview
Environmental health officers are expected to identify abnormal patterns before they become major incidents: rising gastrointestinal illness near a water supply, respiratory complaints around an industrial site, heat-related presentations, vector activity, or clusters linked to food premises. This requires more than receiving notifications. Officers need defensible case definitions, reliable denominators, exposure information, timely data validation, and a clear route from signal detection to field investigation and risk communication. Poorly designed surveillance can create false alarms, miss vulnerable populations, or leave an authority unable to justify its intervention decisions.
This course equips participants to design, operate and improve environmental public health surveillance systems. Participants work with surveillance objectives, indicator specifications, case definitions, line lists, data-quality rules, descriptive epidemiology, alert thresholds, epidemic curves, rates, spatial mapping and routine dashboard reporting. They learn how to combine health-event data with environmental monitoring results, inspection intelligence and demographic denominators; assess bias and completeness; investigate signals; and communicate findings within legal, ethical and data-governance constraints. The programme also addresses notification pathways, multi-agency escalation and alignment with the World Health Organization International Health Regulations.
Teaching is built around realistic environmental health datasets and incident scenarios, including contaminated water, foodborne illness and air-quality complaints. Instructor-led technical sessions are followed by analysis exercises in Epi Info, QGIS and Microsoft Power BI, peer review of surveillance designs, and structured incident briefings. Each participant leaves with a completed surveillance protocol and indicator dictionary for a selected local environmental health hazard, plus a practical 90-day implementation plan that can be adapted for their authority or service.
The course is best suited to officers who already work with inspections, complaints, notifications, monitoring data or outbreak response and who need to turn these inputs into a consistent, evidence-led surveillance function.

Requirements and prerequisites
Participants should have practical experience in environmental health, public health protection, regulatory inspection, outbreak support or environmental monitoring. They should be comfortable reading tables, percentages and simple charts, and should understand basic concepts such as a population at risk, notification, exposure, inspection record and incident escalation. Familiarity with Microsoft Excel or another spreadsheet is helpful because exercises use structured line-list data. No prior training in epidemiology, GIS, Power BI, programming, advanced statistics or database administration is required; these tools and methods are introduced through guided applied exercises.
Training methodology
The programme combines instructor-led epidemiology and surveillance design sessions with guided analysis of realistic environmental health line lists, monitoring results and complaint records. Participants calculate rates, assess data quality, create epidemic curves, map exposure patterns in QGIS and build a concise management dashboard in Power BI. Small groups work through contaminated-water, foodborne-illness and air-quality scenarios, making escalation decisions from incomplete evidence. The final workshop converts each participant’s selected hazard into a surveillance protocol, indicator dictionary and 90-day implementation plan reviewed by peers and the instructor.

Day 1: Surveillance foundations for environmental health protection

Workshop: Participants draft a surveillance system map and two operational case definitions for a selected environmental health hazard.
Day 2: Data quality and epidemiological signal detection
- Data dictionaries, variable coding and minimum dataset design

- Population denominators and catchment-area definition
- Incidence, prevalence, attack rates and rate ratios
- Age-specific and exposure-specific rate comparisons

Workshop: Participants clean a simulated gastroenteritis line list, calculate attack rates and justify an alert decision from an epidemic curve.
Day 3: Integrating environmental and spatial intelligence

Workshop: Participants use QGIS to map a suspected waterborne illness cluster against supply zones, sampling points and vulnerable-population data.
Day 4: Dashboards, investigation and risk communication
